四一一驅離公投盟到底誰下的命令？北市中正一分局分局長方仰寧昨赴台北市議會備詢時，方仰寧指出四一一當天是接到北市警察局長黃昇勇的命令，他說當時黃下令「把部隊集結，配合保六總隊，把廣場的人柔性勸離，只能抬不可以有受傷」。方仰寧脫口說出「配合保六總隊」的說法，議員懷疑發動驅離的非黃昇勇，而是警政署。但黃昇勇昨天卻因「拉肚子」而向議會請假。警政署則否認發動指揮權。（綜合報導）
