盈拉須下台 泰可能再陷混亂

〔編譯管淑平／綜合報導〕泰國憲法法庭七日判決看守總理盈拉因濫權必須下台，這項判決恐無法化解政治危機。華盛頓郵報指出，唯有支持、反對塔克辛勢力的兩派人馬各退一步，回到選舉機制，否則泰國恐將陷入更深危機，混亂、暴力再起。

泰國自二○○六年塔克辛遭罷黜後出現的一波波政爭，都脫離不了塔克辛因素。與塔克辛勢力有關係的政府一再遭反塔克辛派挑戰，反塔派想要的是改革泰國政治體制，以能徹底剷除塔克辛家族在泰國政壇的勢力。另一重要因素關係到王位繼承，結合保皇派都市精英、商界的反塔勢力擔心，塔克辛派有意改變現行君主立憲的野心。

塔克辛勢力贏得自二○○一年以來的每次大選，訂七月二十日重新大選也勝券在握。但憲法法庭七日判決為大選能否如期舉行增加另個變數。部分分析家指出，沒有盈拉的為泰黨群龍無首，反政府派可能趁此機會安排其人馬掌權，但若盈拉的支持者覺得受到威脅，也會再度走上街頭，增加重演二○一○年血腥衝突的可能性。

泰國法律學家維拉帕就認為，憲法法庭的判決恐讓暴力升溫，而暴力「會為軍事介入鋪路」，「當前沒有了盈拉的政府能否撐住？」

當前政府失能的一個強烈跡象是，導致盈拉被判濫權的人事調動案當事人、前國安會秘書長塔威上週在法院命令下復職，他說，會持續支持推翻當前政府的運動。

華盛頓郵報指出，憲法法庭雖判決盈拉下台、但暫時保住為泰黨政權，讓雙方有了各退一步的機會。朱拉隆功大學政治分析家蒂提南說：「問題在於示威者會不會滿意盈拉下台，並且回到選舉機制？或者他們要繼續抗議盈拉的繼任者？若他們繼續抗議並且拒絕選舉，那麼就會回到原點，甚至更糟。」
