敘國政府空襲IS 涉戰爭罪行

國際特赦組織(Amnesty International)今天(17日)發布聲明說，敘利亞政府去年11月間轟炸伊斯蘭國(Islamic State)自行宣稱的首都、位在敘利亞北部的拉卡(Raqqa)，這些空襲造成上百名平民死亡，可能構成戰爭罪行。

聲明指出，他們已經紀錄到敘利亞政府在去年11月11日到29日之間，對拉卡進行了一系列的空襲，造成拉卡多達115名平民死亡；而在11月25日的空襲中，最少又造成60人死亡。

國際特赦表示，這些非法的殺戮行動，違反了人道法，而且某些攻擊可能構成戰爭罪行。

自從伊斯蘭國組織宣布，在他們控制的伊拉克和敘利亞地區，成立伊斯蘭哈里發國以來，拉卡就被宣布為伊斯蘭國的首都。
