推動募兵　馬英九：不是為了兌現競選支票

【王炯華／台北報導】總統馬英九上午出席「國軍2014年上半年陸海空軍將官晉任佈達暨授階典禮」時表示，推動募兵並不是為了兌現競選支票，而目前所推動的募兵制並不是「全募兵制」，因為還保留《憲法》的「徵兵制」，讓役男仍接受4個月的軍事訓練。

馬英九在致詞時指出，我國家的戰略指導原則是「防衛固守、有效嚇阻」，因此要質量高，而不是數量多，今年雖然募得8千多人，但因2013年次的役男繼續在部隊服役，約有20多萬人，因此2014年開始，每年只要募得1萬多人，未來國防部也會進行結構的調整，2018年即募7千多人，即可滿足國軍需求。

他並在會場中宣布，從明年元旦起，調增士官、士兵的志願役勤務加給每月新台幣2000元至4000元。外島地區地域加給，分別調整，從1萬2千元側2萬元不等。
