許舒博澄清：向各黨團陳請 屬正當作法

媒體指稱壽險公會理事長許舒博，想要透過黨團協商進行金融營業稅法的二讀文字修正，讓保障一年期以下的人身保險險種，其保險給付，也可以從應納稅基中扣除；許舒博今晚表示，這是正當作法，並非黑箱作業。

許舒博說，經立法院財政委員會一讀通過的條文，依現行立法程序，只能在二讀時進行文字修正，並且只能在院會時由黨團表示意見，再交相關黨團進行文字協商修正，這是目前立法程序的慣例。

他說，壽險公司規模大小與經營績效迥異，以2013年為例，稅後獲利者15家、合計723億元，但稅後虧損者也有13家、合計98億元（產險業18家稅後獲利132億元，二家稅後虧損7億元），壽險公會為會員公司爭取正當權益，向立法當局反映民意，並無不當。他向各黨團提出陳情，係屬正當作法。
