為改善外來人口租屋條件，上海市政府已修改法規，規定租屋者人均居住面積不得小於5平方公尺（1.51坪），且除法定贍養、撫養、扶養義務關係者外，每個房間居住人數不得超過2人。

新華社報導，這項新規定來自「上海市居住房屋租賃管理辦法」的修訂條文，已於1日起實施。

報導指出，除居住人數及人均面積外，上海這項新修訂條文還規定，出租房屋及附屬設施應符合消防、治安、防災、衛生等方面的標準和要求，並具備供水、供電等必要生活條件。

根據新修訂條文，出租房間達10間以上，或房客達15人以上者，房東應建立管理制度，明確管理人員，落實安全管理職責，建立訊息登記簿或登記系統，並將相關登記訊息提報公安部門備案。

此外，新條文規定房東應與管區派出所簽訂「治安責任保證書」。

上海房地產業人士認為，這項新條文的實施，將有利於租屋市場的規範運行，也有助於遏制群租等違法、違規出租行為。

上海、北京等大陸一線大城市，常有外地民眾多人合居一室以圖省錢的現象，導致居住品質低落，環境惡劣，且產生極大的安全隱患。(中央社)
