公僕未達酒測值仍申誡 試委質疑違反比例原則

【王家俊／台北報導】行政院人事行政總處上午向考試院院會報告，已於6月28日邀相關單位訂定「公務人員酒後駕車相關行政責任處理原則」，依《道路交通管理處罰條例》酒精濃度標準及個案情節，最重記兩大過免職，未達酒測法定標準0.15毫克者，亦申誡2次，當事人一周內須誠實通報、隱匿者將再加2次申誡。 

部分考試委員認為，超乎現行法令的處罰公僕，恐怕違反比例原則，且執行不易，考試院長關中表示尊重人事行政總處規定，盼以後修改處理原則，能把試委意見納入。至於連坐處分，人事總處表示，軍警如酒駕，現行規定已有主管考核監督不周的行政責任，其餘各機關自行審酌是否比照。
