銀行鑑價與屋主開價落差大

各位大大:
最近有在看房，看到一間還不錯的，屋主開價33萬/坪,無車位，
並且表示已經降價許多，這一帶的行情大概都是這樣，
(確實這一區的實價登錄價格的最高價，不過是附近行情，非同一物件)

我怕貸款成數不到，所以私地下拜託有在銀行工作的朋友幫忙鑑價並估可貸金額，
今天朋友回覆我說銀行鑑價只有26/坪的價格，
而且可貸金額算下來，如果屋主不降價的話，我自備要到500萬，

那我用這個鑑價結果直接挑明跟屋主談會有效嗎?

還望有經驗的大大給點意見..

另外如果對面一排屋子裝了10幾個水塔，這樣的物件會有問題嗎?
(低頻噪音..晚上8點多去看屋時有發現馬達在運轉..)
