烏克蘭停火協議　最快情人節生效

烏克蘭、俄國、法國與德國今天在白俄羅斯明斯克展開48小時協議，路透獨家消息指出，停火協議可能在後天（14日）生效。

路透獲得的《明斯克協議實踐方案》指出，若協議生效後，烏克蘭政府與東部親俄叛軍必須將重兵器撤出，創造安全區。報導稱不確定這份協議是否為最終版本，也有可能是草稿。

協議中也提到，俄國與烏克蘭在2015年底，必須各自控制兩國國境，撤回雙方武器與部隊。（余浚安／綜合外電報導）
