為防止禽流感病毒入侵，宜蘭縣政府防疫再升級，自28日12時起針對運輸車輛及交通工具採取控管措施，凡是運送活禽、生鮮禽蛋及家禽箱籠進入縣內的車輛，應行駛指定路線台9線，於檢查站消毒後通行，並應提供由執業獸醫師開立的相關證明文件，生鮮蛋品二氧化氯燻蒸消毒證明書，交檢查站人員查驗，經消毒後，始可進入。

宜蘭縣政府指出，實施管制的主要目的，是為了避免運輸車輛，由各路徑進入縣內增加禽流感威脅風險，如有拒絕或違反者，依「動物傳染病防治條例」第43條處新台幣5萬元以上100萬元以下罰鍰。

又指出，面對這一波禽流感疫情，絕對不敢掉以輕心，實施運輸車輛管控，盡全力防堵疫情的發生，並將防疫人力作充分有效調配，以期杜絕疫病於境外與確保產業永續經營。
