​蘇格蘭公投　楊永明：北京應給香港更多權力​

中華民國國際關係學會下午舉辦「蘇格蘭獨立公投結果影響之解讀」論壇，前國安會秘書長楊永明在會中表示，就一個也曾經被英國殖民與統治的香港來說，看到蘇格蘭公投例子，人們尋求更加自主的期待是會更強的；北京政府應該給予香港更多民主、自治權力與空間，這也是香港人民希望擁有的，對於穩定政治經濟跟社會間結構是有幫助。

蘇格蘭獨立公投昨出爐，結果是反對大於支持，公投前夕英國三大政黨黨魁在當地報紙發表聯合聲明，強調會賦予蘇格蘭更多權力，明確承諾僅有蘇格蘭議會才有權決定重要公共服務，包括最具爭議的健保制度。楊永明指出，若沒有這項聲明，蘇格蘭獨立公投可能就會有不同結果，但可以預期未來會有更多地區尋求自主權力與空間。（陳培煌／台北報導）
