馬出訪撒錢？外交部駁海地凱子外交

針對媒體報導，總統馬英九出訪海地像「撒錢」，外交部發言人高安今天表示，海地於2010年遭逢強震後，我國按緩急先後原則，援助海地民生相關之建設。援助計劃，首重當地災民安置和救護、就業服導、兒童照護等。協助重建海地最高法院辦公大樓為一系列計畫之一，今年將完成之「新希望村」，亦由政府單位和紅十字會共同執行。

高安強調，任何援助計畫，都由雙方既定合作之援助款項支應，並無額外金額。
