【蔡亞樺╱台北報導】台北市有21處出租國宅，其中南港區台肥國宅屋齡近30年，屋況老舊、建物窳陋，北市都市發展局評估決定改建公營住宅，是北市首宗出租國宅改建公營住宅個案，將斥資29億元進行第一階段改建，預計興建824戶，明年辦理住戶安置，後年動工、2017年完工入住，租金約市價7折。
市府昨也宣布，目前閒置的萬華區中興國小校地，將改建公營住宅，都發局科長簡瑟芳說，明年編列14億6千萬元，興建提供350戶，後年至2017年施工，2018年完工，將是北市首處閒置校地改建為公宅。
都發局昨召開記者會說明台肥國宅改建計劃，台肥國宅1984年完工，佔地達1.05公頃、約3千多坪，區分甲、乙、丙、丁四塊基地，共254戶，現為第3種住宅區，容積率225%，台肥鄰近三鐵共構的南港車站，區位條件佳，將辦理變更都市計劃提高容積率450%，以增加興建戶數。
簡瑟芳說，台肥長年來漏水及壁癌等問題，檢修仍無法改善，決議列為北市首起改建為公營住宅的出租國宅，因丁基地面積小且地處邊緣，周邊仍有私人畸零地待整合，先推動其他三塊基地改建，編列29億元興建。
年所得132萬以下
簡瑟芳說，出租國宅承租對象以設籍北市，年所得約在98萬元以下的中低收入戶為主；公營住宅則以設籍北市，年所得在132萬元以上的青年族群為主，盼以便宜租金租年輕人，也打破以往大眾對國宅環境差的負面印象。
住戶盼保留名額
簡瑟芳說，台肥公營住宅規劃為一房、二房、三房型，預計興建824戶，後年拆除動工，將在2017年完工開放入住，租金約市價7折。
國宅承租戶李先生表示：「房子老是漏水，牆壁還會掉漆剝落，雖然租金才6千多元，還是覺得很差，改建後品質好一點，盼保留名額給原住戶來承租。」

★位置：共4塊基地，甲、乙、丙基地在北市南港路2段60巷兩側，丁基地在南港路2段86巷
★面積：約1.05公頃
★內容：
．台肥國宅屋齡老舊，市府耗資29億元，分2階段改建為公營住宅，為北市首宗出租國宅改建為公營住宅
．預計興建約824戶，租金約市價7折
★期程：明年進行國宅住戶安置並規劃設計，後年動工，2017年完工入住

| 台中公園跳湖 癌末婦打撈上岸身亡

【王煌忠／台中報導】台中公園驚傳投湖案件！今天下午2點54分，有民眾在台中公園日月湖目擊一名婦人跳入湖內，立即向公園駐在所通報，警員轉報消防局支援打撈，大約半個小時尋獲，但婦人七孔流血、手腳呈現捲曲，已無生命跡象，警方在死者身上背包內找到一張健保卡，經通知家屬到場，確認死者為64歲的施姓婦人。
警方調查，癌症末期的死者，昨晚外出未歸，家屬整夜遍尋不著，上午才向轄區派出所報案協尋，不料下午就接到噩耗，家屬也研判是久病厭世才投湖自殺，警方勘查現場初步排除他殺，真正死因仍有待相驗釐清。

【綜合報導】繼搶先曝光「iPhone 5」和「iPad mini」的實機照片後，「小旋風」林志穎又在自己的微博上公布，外傳9月即將對外曝光的廉價版手機「iPhone 5C」的實機照片，不過微博上僅公開「背面照」，看似塑膠材質「iPhone 5C」，大小和「iPhone 5」差不多，就和先前曝光的外殼和保護套，相差不遠。
林志穎曝光「iPhone 5C」，引發熱烈討論，究竟是真是假，林志穎回應表示他是從做手機殼的廠商獲得這個「樣品機」，指廠商需要用此來開發手機殼的模，所以會有類似的樣品機，是否將來iPhone5c就是此款機型，他表示依過去經驗，原則上90%會相像，他還說，iPhone要出塑膠殼平價版的消息已經出來很久，至於是不是iPhone5c？他也是從網路看的。
