8年800億元治水經費今年底將用完，立委楊瓊瓔上午在財委會質詢問說，8年800億檢討方案何時可以提出？經濟部次長杜紫軍回應說，行政院副院長毛治國已組成專案小組並召開會議，預計下周就會將8年800億檢討和成效方案送至經建會審察，而經建會則預計在10月25日會送到行政院，行政院審核後就會對外公布。

杜紫軍今日上午赴立法院財委會進行「中央政府易淹水地區水患治理計畫第三期特別預算業務費解凍」口頭報告，並備質詢。

杜紫軍表示，8年800億檢討方案將會在11月提出完整報告，到時會用地理資訊系統來展現出來，讓大家可以看到整個成果。杜紫軍表示，目前的治水成效不錯，他舉例說，像是雲林沿海地區已不再淹水，而屏東林邊即使淹水，淹水的時間也縮短了。

【戴之聖／基隆報導】近來因電費調漲，有民眾為節省電費對電錶動手腳竊電，基隆市刑大偵一隊日前查獲1名58歲金姓男子為省下每個月1萬875元的電費，同意竊電集團以5千元的代價，將電錶內的齒輪由原本5轉變更到10轉，讓用電齒輪轉速變慢達到竊電的目的，電費變成每個月只要2851元，造成台電嚴重損失。

金男表示，因為家裡經營天婦羅食品加工，平日電費驚人實在吃不消，才會改裝電錶；從去年7月至今，初估金男讓台電損失約7萬8914元；警方訊後依竊盜罪將金男移送基隆地檢署。

【晏明強／台北報導】馬總統上午接見參加在今年天津東亞運動會中奪得17金的中華代表團，他表示，為了讓競技性體育能在國際上發光，政府是非常肯花錢的，5年來政府投入培育選手的經費，已超過302億元；光是去年進駐左營國訓中心長期培訓的選手，就有871人。馬強調，政府光是頒發國光體育獎助學金的金額，就達6億5000多萬元，這也顯示選手在國際體育上有傑出表現。

馬英九也特別提及，8月亞洲男籃錦標賽時，我國男子籃球隊對中國大陸時展現出逆轉勝的鬥志，這次東亞運同樣展現奮戰不屈精神，又在最後階段逆轉勝，得到有史以來我國在東亞運的第三面男籃金牌；剛好日前美國NBA在台灣辦比賽，讓籃球運動在台灣重新又獲得應有活力；另外男子排球隊也第一次榮獲金牌，這也是我國男子排球隊在國際場合中的第一面金牌，非常難得。

馬英九說，展望未來，這次代表團許多選手都要參加2014年韓國仁川亞運及2016年巴西里約熱內盧奧運，應盡快地展開培訓工作。

【周佩萱╱綜合外電報導】美國密西根一名現年28歲獸父，多次性侵自己當時3歲的女兒，獸行發生當下，繼母則是在一旁握住她的手，告訴她這樣就不會太痛。

這起事件從2012年10月開始發生，男子坦承性侵女兒，次數多到記不住，還會帶著女兒一起看A片，今年5月當地兒童保護機構，收到民眾投訴表示有一名女童行為異常，會要求哥哥和她做愛，機構人員進行調查，進而揭發爸爸的獸行，6月爸爸被捕入獄，10月15日出庭應訊，以一級性侵罪起訴，最高將可判無期徒刑，預計12月4日宣判。

至於協助爸爸性侵女兒的現年36歲的繼母，也在8月被捕等候審判。

【方翊倩／綜合報導】江蘇常州一名姓林的男子在KTV唱歌，因為唱得太動聽，竟遭隔壁包廂的鄒姓男子召喚同伴圍毆。

香港《蘋果日報》報導，鄒男聽到林男對唱情歌時十分動聽，於是到其包廂看，林男不滿受到騷擾，要求對方離開。之後鄒男與林男在KTV內的廁所相遇，林男嘲笑了一下，鄒男感到不爽，召喚同伴到KTV房間搗亂，對林男拳打腳踢，還捅了林男6刀，導致林男頭部重傷、左肺破裂。

【方翊倩／綜合報導】中興航空一架直升機昨早前往海拔3850公尺高的玉山氣象站運補時，在距氣象站東北方約200公尺處墜毀，機上正駕駛張國綱、副駕駛林益淇及氣象局員工陳文忠不幸罹難。

《蘋果》報導，失事的中興航空直升機編號B77009，是日本川崎重工業公司生產的BK-117型直升機，包括這一次，近11年來該公司已有同型4架直升機失事，造成5人死亡。民航局昨說，將成立小組對中興航空執行深度檢查，若是公司管理有問題，可罰款60萬至300萬元。

飛安會人員已上山取得飛行記錄器且初步聽過內容，今將再確認細節，了解失事原因，並會在適當時間公布關鍵對話。
