與民進黨主席蔡英文關係熟稔，曾任總統府副秘書長、外交部長的黃志芳，在蔡英文多次力邀下，接任民進黨的新境界智庫副執行長，並兼任黨中央國際部主任，這項人事案將在下午民進黨中常會通過，原兼任國際部主任的黨秘書長吳釗燮，免兼該職。
