美國古巴外交融冰　歐巴馬：孤立策略證實無用

美國總統歐巴馬與古巴總統勞爾（Raul Castro）今天同一時間發表演說，歐巴馬正式宣布對古巴新政策，未來將設立外交使館，取消經濟制裁等等，他說過去50年來孤立政策並未奏效，必須有更進一步策略。

美聯社報導，未來美國公民到古巴會更容易，也會說服國會全面取消禁運。雖然目前尚未取消古巴民眾赴美觀光旅遊，不過探親旅遊將更為容易。他表示，雖然這些政策無法一夜改變1千1百萬個古巴民眾生活，但對於他們未來肯定有助益。歐巴馬更承認這些進程並不容易，有賴各方奔走，感謝梵蒂岡與加拿大的幫助。（余浚安／綜合外電報導）
