兩岸風險紅皮書 蔡英文：政府早該做

行政院經貿國是會議決議未來每年要發表「兩岸風險紅皮書」，民進黨主席蔡英文對此表示，這是政府早就應該要做的事情，為什麼要等到現在開會做出一個共識後才想到要做？

蔡英文說，政府多年來急推、強推兩岸經貿的許多項目，在過程中必須有風險管理的觀念，政府應該告訴社會，他們有做好相關風險評估，並有一個風險管理的有效機制，「這在過去都沒有看到」。
