央行：外匯存底不宜成立主權基金

央行今日發布新聞稿，將6月底理監事會議資料新增外匯問答題，央行表示，外界呼籲將高達4234億美元(截至6月底)的外匯存底成立主權基金，但基於2大理由，外匯存底不宜成立主權基金，第1是扣除流動負債後，外匯存底營運資金約1218億美元；第2是外匯存底資產管理原則須以高度安全性、流動性為管理原則，不宜將外匯存底以主權基金方式操作。

央行表示，主權財富基金以當代國民的未來福祉為重要考量，目的在於創造更多財富，因此操作上會承擔較高的短期價格風險，來獲取長期較高的報酬率，而外匯存底是提供對外交易的流動性，在國際收支發生短絀時，提供外匯需求，調節外匯市場來維持匯市秩序，因此外匯存底資產管理必須要追求高安全性跟高流動性。（王立德／台北報導）
