美國國務卿凱瑞指控俄羅斯，公然違反化解烏克蘭東部緊張的承諾，他並警告墨斯科，如果不改變做法，成本將會高昂。

凱瑞這番於周四晚準備好的談話，似乎是對俄羅斯總統普丁的最後警告，要求他在烏克蘭的行動轉向，否則他最親近的顧問與企業，將面臨新一波的金融制裁。

華盛頓在烏克蘭的盟友加強對白宮施壓，要求將這些威脅付諸行動，否則普丁將有進一步膽大妄為的風險。

「如果俄羅斯持續他們目前的做法，將不只是一項重大的錯誤，而且是一項昂貴的錯誤，」凱瑞說。他並指出，近幾個月，流出俄羅斯的資金已見增加。「這是自由世界在事先檢討該如何回應。」

凱瑞上周四在日內瓦與俄羅斯總理Sergei Lavrov及烏克蘭與歐盟外交官員會面。四方皆同意採取行動，穩定烏克蘭東部的局勢，包括解散民兵，撤出佔領烏克蘭大樓的支持俄羅斯的抗議人士。

凱瑞說，烏克蘭履行了這份協議，俄羅斯則對這份協議冷嘲熱諷。

他明確指控墨斯科，持續在烏克蘭東部建構廣泛的軍事與情報網路，目的在讓基輔的臨時政府失去穩定性。

「這是在全力破壞民主進程，」凱瑞說。「沒有人應該懷疑俄羅斯的手已伸了進來。」
