陸設非正常上訪訓誡教育中心　遭疑為勞教所

河南南陽近日有網友在微博上稱，其近70歲的母親赴外地上訪(意即民眾向政府機關提出建議或申訴)後，被當地政府工作人員「拘禁」於南陽市臥龍區非正常上訪訓誡教育中心，引發網友關注，有人更質疑為新型勞教所。

中國記者調查發現，在南陽、駐馬店、鄧州、新鄉等地均建有類似的訓誡中心，為對非正常上訪人員進行24小時不間斷訓誡、警告和勸導教育。

駐馬店市政府網站去年12月24日發布的政務訊息顯示，該市正陽縣建立訓誡中心是積極探索依法集中處置非正常上訪新路子。訊息還表示，正陽縣對非正常上訪人員進行登記造冊，由專職訓誡工作人員、非訪人員所在單位領導分別對其進行24小時不間斷訓誡、警告和勸導教育，並簽字歸檔。對於記者就訓誡中心相關問題的查詢，當局至今並未進行任何回應。（大陸中心／綜合報導）
