【動新聞】未滿20歲　不准自己開戶

【方翊倩／綜合報導】銀行規定未滿20歲的人要開戶必須有父母雙方的同意才行，但許多滿18歲的年輕打工族有開戶需要，同時找齊父母用上班時間跑銀行開戶，浪費時間與不必要。

今日出版的《壹週刊》報導，大二生陳俊宏投訴，2年前剛滿18歲，考到機車駕照後，心想終於可以打工賺生活費。好不容易找到工作後，老闆叫他先去銀行開戶。政府規定未滿20歲的人開戶，必須父親與母親一塊到場，最後才成功開戶。他納悶，18歲都可以騎機車、買菸酒、ktv唱到凌晨了，竟然不能自己去開戶。

法務部表示，刑法上，滿18歲的人有刑事責任能力，民法上滿20歲為有行為能力人，因開戶屬契約行為，受民法規範，若比照刑法訂為18歲，恐茲事體大。
