彰化縣芳苑鄉東泰生技紙業傳排放廢水，前天晚間環保局稽查人員抽驗，發現有一支塑膠管排出滿是泡泡又帶有惡臭的廢水，懷疑東泰紙廠違法運作，表示至少開罰6萬元。東泰生技協理紀秉君表示，工廠並未違法運作，可能因為下雨，蓄水池中的池水溢流。
