http://www.chinatimes.com/newspapers/20140605000056-260202 廣東勞工擁罷工權台商憂記者邱莞仁／新竹報導今年4月，全球最大運動鞋代工廠、寶成集團旗下東莞裕元鞋廠，因員工不滿過去20年，廠方未依法繳足社會保險及住房公積金而發動大規模罷工。值得注意的是，經國台辦協調有關部會前往廣東及昆山等地調查，情況仍膠著，加上廣東省已通過勞資集體協商合同草案，台商擔心，一旦立法完成，將助長更多大規模罷工事件。東莞台商協會會長翟所領昨（4）日出席海基會舉辦的「2014大陸台商端午節座談」，針對裕元鞋廠罷工後續處理情況，他表示，截至上週，已有9,000多名裕元員工，申請追繳自1999年以來的社會保險。然而，當東莞市社保局把每個人和工廠需補繳的金額開出來後，只有個位數員工願意補繳。除了裕元鞋廠的糾紛之外，翟所領昨也提出警告，今年3月中，廣東省人大（立法機關）一審通過「廣東省勞動合同集體協商草案」，提出只要三分之一（未來擬不設人數上限）的勞工提出申請，即可就工資調整和架構，獎金分配、上班與休息時間等與資方進行協商，每年得申請協商一次，將大幅影響台商在大陸投資經營權。他表示，根據草案內容，資方必須在勞方提出申請後的30天內答覆，若勞方不滿意或或資方拒絕答覆，將直接進入勞資集體協議。在法定的60天協議期內，員工擁有合法罷工、怠工權益，且不得被任意解雇，勞方亦可要求被遣散，清算過去所有年資。此外，協議期間，資方必須揭露公司的財務狀況、績效分析、訂單價錢、勞力成本等訊息作為協議資料，再由當地政府協調部門於15天內判定，資方必須遵守判定結果，否則將成為刑事案件。對此，習所領強調，一旦草案通過，其他省份也會受廣東影響，進而修法，他呼籲各台商協會應合作，促請修改或擱置此條例。且根據草案內容，未來工廠機密可能因此全都露，當勞力的成本公告後，更可能被作為外國反傾銷的參考證據，資方將完全喪失企業經營權。企聯會長郭山輝昨日受訪時則指出，隨著裕元罷工事件的發生，台商也要開始有社保全覆蓋的想法。不過也有不願具名台商表示，社保問題其實是歷史共業，從裕元的事件來看，大陸高層應出面協助台商找出解決之道，否則未來員工動不動就罷工，台資企業經營將面臨更大困境。 -- ※ 發信站: 批踢踢實業坊(ptt.cc), 來自: 114.39.28.88 ※ 文章網址: http://www.ptt.cc/bbs/Salary/M.1401921106.A.145.html

美國總統歐巴馬在華沙紀念結束共產黨統治25週年活動致詞，他除了稱讚波蘭的民主體制可以成為鄰國烏克蘭的燈塔，也罕見公開評論中國在25年前的六四天安門事件。

歐巴馬說：「我們不會接受俄羅斯佔領克里米亞，或侵犯烏克蘭的主權。俄羅斯對烏克蘭的侵略也提醒了我們，我們這些自由的國度不能自滿。」

歐巴馬在稱讚波蘭是一個美妙的故事時，話鋒一轉。說：25年前波蘭人民可以投下選票，但北京天安門廣場上的坦克，卻輾壓過和平民主的示威群眾，自由世界不能將民主視為理所當然，而必須藉著每一代去爭取。（國際中心／綜合外電報導）

鋒面北移　易有強降雨

中央氣象局指出，今天滯留鋒面將略為往北移動，伴隨南海的暖濕西南季風影響，各地易有短暫陣雨或雷雨發生，有局部性大雨或豪雨發生的機率。

氣象局表示，各地白天的高溫約為30到33℃。本周梅雨鋒面影響期間天氣較不穩定，易有旺盛對流雲帶來的強降雨。（陳亮諭／綜合報導）

交易清淡　道瓊及S&P 500仍收新高

投資人等待周四的歐洲央行會議與周五的美國就業報告，今天成交量清淡，各指數微漲收紅。

《鉅亨網》報導，S&P 500僅小幅上揚0.2%，已再創下今年第16度收盤高點；道瓊工業平均指數上漲也不到0.1%，仍刷新今年第7度收盤新高；Nasdaq指數今日上漲0.4%，漲幅領先。

美國股市
道瓊工業平均指數收高15.19點或0.09%至16737.53。
Nasdaq指數收高17.56點或0.41%至4251.64。
S&P 500指數收高3.64點或0.19%至1927.88。
費城半導體指數收高2.71點或0.45%至611.14。
