內政部長李鴻源6日表示，他不贊成把公民投票和大選綁在一起，因為這是兩個不同議題，不希望影響到民眾的判斷。

中選會副主委劉義周與李鴻源有雷同的看法，他認為核四公投是1個重大公共政策議題，給國人有這樣的機會，首度純粹就1個公共議題進行公投，即使公投花了一些錢，也很有意義。

因應狂犬病疫苗，北市立聯醫和平院區已向疾管署申請除台大、馬偕及三總外，成為北市第四家醫院備有人用狂犬病疫苗。疾管署副署長周志浩說，全國下一波人用狂犬病疫苗儲備醫院名單，最快可望本周出爐。

根據北市狂犬病疫情應變中心統計，自7月29日起至8月6日止，中央指定北市的3家人用狂犬病疫苗儲備醫院，已累計使用248劑，其中遭抓咬傷142劑、動物防疫人員106劑、尚結存748劑。

軍事審判法修法移歸司法，恐造成不少後遺症，以洪案凸顯的軍中禁閉、悔過行為，其申訴管道是否也全由司法接管，如果軍中遭禁閉等收容行為，被視為人身自由權的剝奪，收容前的審查，是否也應等同羈押條件看待； 法界人士說，現行的司法較軍法能夠體現被告人權的保障，軍人在部隊中，涉犯刑案如何移送，未來也可能發生阿兵哥動輒主張個人權利，甚至可能淪為濫訟，軍人具有的特別權利義務關係勢將崩潰。

法界人士說，目前的軍法案件，大部分是單純的酒駕、竊盜及吸毒案件，案件性質單純，事實的判斷並不複雜，如全部移歸司法，千餘件的案件量，打散的結果還不致造成偵審實務的案件負擔，但該擔心的則是，普通司法機關的檢察官和法官是否能充分了解軍人身分的特殊性，是否了解軍中的文化。

法界人士說，檢察機關或法院以專組、專庭辦案，專門承接軍人案件，單純的酒駕、吸毒等案件，足以勝任，只是身分上的兼別而已； 如果是類似洪仲丘案，因涉及軍中管教，從禁閉、悔過行為所衍生的刑事案件，法官證據的取捨恐怕更為嚴謹，認事用法也會更為慎審。

審事審判法移歸司法機關後，軍事法院及檢察署沒案可辦，裁撤後，因本身仍是軍人身分，移編其他單位即可，不過，法界人士說，現有偵查、審判案件如何辦理移交，恐怕是大問題，一半軍事審判，另一半是司法審判，恐會造成標準不一的歧異看法。

法界人士說，如果軍中的禁閉、悔過行為仍然存在，因事涉人身自由的剝奪，是否也要一併考量其妥適性，以免違反人權，不論是收容或收押，是否都要由司法機關來決定； 以現行司法機關羈押構成要件日趨嚴謹來看，軍法押人的可能性相對較高。

法界人士還說，軍人以服從為天職，以保家衛國為使命，如此的「特別權利義務關係」，在軍法上相對明顯；如果將長官凌虐部屬等罪納入普通刑法，一則遇有天兵型的阿兵哥，動輒對訓練他們的士官甚至軍官提告，軍中上級為了保平安，不願去管理下屬，造成「爽兵現象」，若軍中士氣因此瓦解，加上訓練不夠精實，台灣遇戰事時，還有人可赴沙場嗎。

【李光濱／花蓮報導】周大觀文教基金會創辦人周進華、郭盈蘭夫妻，十天前帶著兒子周上觀（25歲）、周天觀（15歲）及志工陳鄭翰霖（19歲），從台北騎單車出發進行「愛跨兩岸，騎出希望」活動。今天上午一行人騎到門諾醫院門診大樓傳愛，獲得醫謢人員熱烈歡迎，周上觀等人還輪流上台演奏薩克斯風、陶笛、吉他自彈自唱用音樂與病患同樂。

周上觀說，自己是都市小孩，單車環島讓他看見台灣美與簡單的一面，更懂感恩、惜福。他還說，大他一歲的哥哥周大觀在九歲時因病截肢過世，他獲知父親推廣發起捐髓救人理念，今天也決定跟著父母及弟弟到花蓮慈濟醫院捐髓比對，希望能造福更多癌友。

【吳苡辰／台北報導】據《住展》雜誌統計，今年7月預售屋推案量為931億元，較6月487億元大幅成長91%，為近1年單月最大量。但7月的《住展》房市風向球分數為42分，與6月同分，仍呈現代表「衰退注意」的黃藍燈，也為連2月黃藍燈。

《住展》雜誌研發長倪子仁表示，燈號雖仍在「衰退注意」的黃藍燈，但還是在黃藍燈區間的最高分，顯示房市景氣仍在高檔盤整。從7月份住展風向球6大指標來分析，預售屋供給量大幅成長，主要是新北市推案量從6月的199億元成長至7月的389億元，其中又以淡水的361億元推案量為大宗。而今年1~5月房市燈號皆為代表「復甦安全」的綠燈，6~7月則出現代表「衰退注意」的黃藍燈。
