【涂建豐、羅琦文／高雄報導】高雄市社會局、勞工局協助促銷身心障礙團體秋節禮品，今天辦理「月圓越有愛」身心障礙團體秋節禮品推廣記者會，凡預購可享折扣，部分商品下殺8折，高市副市長陳啟昱率先訂購500盒，藉此拋磚引玉鼓勵企業或民眾響應購買。前兩年聯合促銷業績約8百萬元，市府希望今年業績能衝到1千萬元。

【顏振凱／台北報導】民進黨立委管碧玲、台灣消費者保護協會下午舉行記者會，批台灣高鐵擬從10月大幅漲價，質疑台灣高鐵票價比韓國貴，高鐵每年都漲，2008年到2012年，共調12.62%，且高鐵已有盈餘，要求交通部高鐵局要有作為，不得讓台灣高鐵任意漲價，不過，與會高鐵局副總工程司饒國政、組長楊正君均稱依合約高鐵能漲價，交通部基本尊重合約。此語引發立委不滿，管嗆：「不允許利用立院休會期間狗屁倒灶！」她還撂話警告高鐵局「立院下會期見。」

對高鐵漲價，民進黨立委李昆澤也發出新聞稿，質疑高鐵營運6年來的「平均乘載率」僅在54~57%間。也就是平均每班列車有一半的座位是空的。因此，如何爭取更多客源，才是高鐵公司現階段最優先要努力的目標。李強調，高鐵問題在運量，不是票價，他也擔憂在高鐵漲價後，接下來鐵路、公路、國道客運、計程車等大眾運輸都會跟進，他要求交通部長葉匡時，這個時候一定要挺身而出，站在消費者的立場。

台灣消保會監事長陳啟中質疑，根據高鐵擬漲價幅度，一家4口北高來回，將從11920元，暴增至13040元，在工資不漲，油電都漲情形下，獨佔、該有公益性的高鐵漲價是撕裂南北感情。管也質疑，在沒合約根據下，政府先前在利息、成本折舊上都協助高鐵，高鐵營收每年增加，5年成長110億，事實上，5年來，高鐵票價漲幅高達12.62%，是物價漲幅的3.64%，而高鐵虧損並非來自票價，而是資產經營，根據高鐵會計報表，近6年業外淨收益，竟多為負數，她懷疑高鐵公司藏錢，要求高鐵局應去調查。

對綠委質疑，饒國政則稱，政府必須照票價遊戲規則，現在運量是有努力空間，高鐵是上市興櫃公司，財務透明，有會計師認證業外營收部分資料，高鐵局有看過，站區開發，政府高鐵已開始努力。楊正君則說，根據當初合約，高鐵已達到可調票價時機，交通部基本上尊重高鐵合約，假如不同意，可能構成違約，但交通部也希望高鐵擴大對離峰、弱勢族群優惠，據交通部了解，未來高鐵針對常客部分，定期票現在優惠49 折，將來如果票價調漲，交通部盼這部份盡量減輕負擔，另外45天使用8次的回數票，也希望給常客優惠，減少經常使用高鐵的旅客衝擊，此外，離峰部分促銷措施，高鐵對離峰促銷有早鳥優惠， 65折 、8折、 9折三種折扣，高鐵公司會定期檢討配合，折扣不變，但擴大分配的額度。

針對媒體報導，總統馬英九出訪海地像「撒錢」，外交部發言人高安今天表示，海地於2010年遭逢強震後，我國按緩急先後原則，援助海地民生相關之建設。援助計劃，首重當地災民安置和救護、就業服導、兒童照護等。協助重建海地最高法院辦公大樓為一系列計畫之一，今年將完成之「新希望村」，亦由政府單位和紅十字會共同執行。

高安強調，任何援助計畫，都由雙方既定合作之援助款項支應，並無額外金額。
