【綜合報導】台北市立動物園大貓熊寶寶「圓仔」，上周五終於被媽媽「圓圓」擁入懷中哺乳，母女相擁畫面昨曝光，網友直呼感動，大讚「超Q、好幸福」。

圓仔上月6日出生後，因鼠蹊部有傷口，一直住保溫箱以人工哺餵，保育員還協助刺激牠排便。上周二園方讓母女隔欄相會，圓圓深情舔舐圓仔，上周五起更讓圓圓親自哺育圓仔。最近母女每天相處約5個半小時，待雙方更適應後，圓仔將可真正回到母親懷抱。

監察院二度彈劾基隆市長張通榮未過關，掀起監察院存廢問題，朝野立委多表示可討論，但修憲門檻太高，幾乎不可能。

張通榮被控關說酒駕案，監察院二度彈劾未通過，監察院長王建(火宣)今天說，監察院若不能從制度上改革的話，「監院關掉比不關來得好」，呼籲「立院應主動提出修憲案，檢討監察制度的改革」。

王建(火宣)一番話，掀起監察院存廢問題。立法院長王金平對此低調表示，「我不便置評」。

民進黨立院黨團幹事長高志鵬則說，三權分立是世界潮流，如果朝野立委有共識，他贊成修憲廢監察院。民進黨團書記長吳秉叡也說，他支持修憲讓監察權回歸立法院，但修憲工程浩大，且國民黨是國會多數，總統與國民黨支不支持才是問題核心。

台灣團結聯盟立法院黨團總召集人許忠信說，廢除監察院可為國家省下可觀經費，立法院應認真討論修憲事宜。

中國國民黨籍立委陳學聖說，不反對修憲將監察權併入國會權，但修憲通過門檻過高。他奉勸王建(火宣)，「不如化解與監委之間的心結，繼續專心擔任監察院精神領袖及領導人」。

國民黨籍立委丁守中則說王建(火宣)發言不當，「居其位就要謀其政」，不能因為與監委失和，反而批評監察院，「監察院表現不好，王建（火宣）不需要負責嗎」？他認為，修憲門檻過高，幾乎是不可能的任務。

根據憲法增修條文第12條規定，憲法之修改，須經立法院立法委員四分之一提議，四分之三出席，及出席委員四分之三決議，提出憲法修正案，並於公告半年後，經中華民國自由地區選舉人投票複決，有效同意票過選舉人總額之半數，即通過之。

【李定宇／新北報導】連接淡水與北市的中正東路，近年來交通日益嚴重，新北因此規畫淡北快速道路，該工程下月在淡水及竹圍地區即將動工。
 
但總經費45億元的淡北道，尾端規畫在北市大度路結束，但北市遲遲未同意淡北道在大度路興建。新北市工務局說，雖然北市仍未同意淡北道蓋至大度路，但位於登輝大道的工程仍將在下月開始動工，期間同時與北市協調，期能在北市大度路設置匝道。
