【綜合報導】美國快遞業者優比速公司（UPS）一架貨機美國時間14日清晨，墜毀在伯明罕的機場附近，正副機長當場死亡。

這架空巴A300貨機，從肯塔基州路易斯維爾(Louisville)起飛，飛往阿拉巴馬州伯明罕(Birmingham)機場、即將抵達前發生墜機意外，至於貨機上是否載有貨物和失事原因還有待調查。

面對「晚入早出」與「高出低進」衍生的人才問題，經建會今天研擬引導早入職場、活化高齡與婦女人才，及積極攬才策略。

行政院長江宜樺上午主持人才政策會報首次會議，分別聽取教育部與行政院經濟建設委員會報告「推動契合式人才培育專班」與「人才政策架構及推動策略」。

經建會主任委員管中閔表示，產業與人力結構轉變，導致人力供需不足，需要靠政策調整。

他說，人力出現「高（高學歷外流）出低（低學歷進入）進」的不平衡現象，且職場也有「晚入早出」，學生不停念書，延遲進入職場現象，加上中高齡退出職場早，國內婚育年齡延後等，造成人力結構問題。

管中閔表示，為弭平供需落差，經建會研擬「引導早入職場」、「活化高齡、婦女人才」及「積極攬才政策」策略。

江宜樺說，人才攸關國家整體發展與競爭力，經濟發展已邁向以知識經濟為主的服務業，產業結構也不斷調整與重組，但隨人口結構快速變遷，工作年齡人口將持續減少及老化，人才供需有失衡之虞。

他說，如何培育、留住及延攬優質且符合經濟、社會發展所需人才，是國家與社會迫切需要關注與積極採取行動的議題。

至於教育部研擬「推動契合式人才培育專班」，江宜樺表示，推動有助深化高職及技專校院實務教學，培育畢業即具就業力的人力，是縮短學用落差、引導青年及早投入職場的創新做法，請教育部積極推動。

為促使學生及早體驗職場實務，江宜樺指示教育部引導學校規劃辦理學生校外實習，結合學生職涯輔導相關工作，並注意保障學生相關權益。

他說，家長觀念對推動技職再造計畫有關鍵性影響，教育部應引導學校加強家長認知和支持產學合作方案。
