【王家俊／台北報導】副總統吳敦義與行政院長江宜樺上午連袂出席公務人力發展中心一場高階公職活動，場外一名男子高舉抗議標語嗆聲「今天拆大埔、明天拆政府」，並一度跌坐在地上，不過警方並未強制驅離，僅以白色文件遮住抗議標語。吳敦義與江揆進入會場後，該男子遭勸離管制區，並未爆發衝突。

「國家政務研究班第7期」及「高階領導研究班第6期」上午舉行聯合結訓典禮，吳敦義、江揆與學員合影後，步行進入會場時，一名男子突然在十多公尺外的人行道上，高舉抗議標語嗆聲，並一度跌坐在地，警方並未出手逮人；該男子自行起身後，要求警方出示管制區公文，員警將他團團圍住，採柔性勸離，迫男子步行離開現場。

【王玉樹／台北報導】國內油價下周將創近半年來新高！本周油價好不容易才降0.1元，下周卻要漲更多。由於埃及動亂與美元走跌，刺激國內連動的中東指標原油均價走高到107.07美元，台灣中油依據浮動油價機制，預估將調漲汽油0.4元，柴油0.5元，95無鉛汽油每公升將漲到35.4元，創下從今年3月11日以來國內最高價。

台北市立動物園歷來動物明星接棒，從林旺爺爺到最近的圓仔，始終是話題不斷，但進一步觀察台北市立動物園的入園人數，近十年來人數下滑到每年只有300多萬人次，和以前動輒4、500萬人次不可同日而語。遊客驟降的原因當然不是出在動物，而在於經營、管理這些動物的「人」的身上。

台北市立動物園年度入園人次一度逼近600萬人大關，隨後因為SARS人數銳減，即使找來中國大陸的大貓熊，入園人次也只是300多萬，這次寄望「圓仔」能吸引大量遊客，但以「圓仔」長大速度，要保持超萌的外表可能時間不長，動物園要吸引遊客，不能只靠塑造動物明星，還得做好其他相關配套，才能維持人氣不墜。

夏天到台北市立動物園的遊客，一定有「揮汗如雨」的深刻感受，除了一些涼亭之外，幾乎找不到遮陰空間，原本開心的親子出遊，卻整天曬著太陽，難免會讓許多家長卻步，這些卻是大家都感受到，但動物園多年來未改善的地方。

動物園不能只靠少數動物明星在吸引遊客，而冷落了其他動物，畢竟環境教育、生物多樣性的價值，才是動物園寓教於樂的本質；。之前台北市立天文館與動物園合作在大門口廣場觀星，這種具備教育又有親子互動的活動只辦一次，相當可惜，或許可以彼此結合，加開星光場，既可觀星又可參觀動物，天氣也不會這麼熱，只是公務員要加班，如何拿捏就得看園方的智慧了。這次「圓仔」出生，是近來台灣少數能讓人們看了會稍感愉快的新聞，但一個多月來，台北市立動物園的行銷方式，就只有「賣萌」一招，甚至用「過去式」當新聞給媒體播放，操控新聞、行銷「圓仔」的手法，令人匪夷所思。

不只行銷方式都是當年「團團」、「圓圓」來台時的老梗，園方日前一席「幼仔可能只是一塊肉、會被貓熊吃掉」的發言，也被學者批評不專業，根本無法傳達正確的動物、保育知識。

台北市立動物園常以「專業」自居，但長期以來，甚少受到議會監督，假日不願回應媒體採訪，每天只提供「圓仔日記」，對外宣稱「沒有獨家新聞」，在在都顯露出來「官僚」、「多一事、不如少一事」的過去公務員才有的心態，這樣的心態和做事態度，若市府高層和議會再不趕緊加強監督，未來，台北市立動物園的招牌只會愈來愈黯淡。
