經濟部長張家祝 報系資料照

過去半年核四、兩岸服貿協議、電價調漲等重大社會政策，因影響台灣社會甚劇，引發輿論正反爭辯，經濟部長張家祝一早接受電台專訪，首度對外坦言「常有挫折感」，對於主持人提到電視政論節目的批評，張更意有所指地說，由於一部分群眾的反對，造成政策推動窒礙難行，對國家發展不利。

回鍋政府部門 感受落差大

張家祝表示，他在8年前離開政府部門，如今回鍋，感受落差大。他說，整體環境對是非不是那麼清楚，社會對政府該做的事，不論是了解的程度，乃至給予的支持，都與8年前差異很大。他更直言，偶爾看政論節目都會心急，急著想澄清看到的錯誤資訊。另外，對於普遍具有共識的政策方向，卻因為少部分群眾的反對而推動不易，對國家的影響非常不好。

燃料成本飆 台電財務缺口

對於周二甫拍版的電價調整案，張家祝指出，台電自民國92年還有累積盈餘，隨後急轉直下至今累積虧損多達2200多億。雖自去年起檢討經營績效，包括和民營電廠修約、調整燃料合約結構、庫存、活化閒置資產等，預估未來5年可省下100億，但仍無法抵銷燃料成本的增加。

台灣人均用電量 亞洲第一

他說，民國92年，燃料成本只占總成本的37%，如今已經來到63%；過去10年，燃料油漲29%、燃煤168%、天然氣100%，但台電電價只漲32%，才會形成台電的財務缺口。張家祝指出，電價太便宜，造成不公平的交叉補貼外，也導致用電浪費。據了解，台灣的人均用電量是全亞洲第一名，但住宅電價是全球第二低，工業用電是全亞洲第二低、全球第四低，不利國內推動節能減碳的政策目標。

拚績效 先解決政策性負擔

針對外界以放大鏡檢視台電的經營績效，張家祝強調，自己一直要求台電的管理方式要企業化，跳脫國營事業的思考方式，「每個單位都要考慮成本。」此外，電業自由化是未來要走的路，因此現在就要著手解決政策性負擔，包括贊助活動、球隊、社福與公用事業的電價補貼等，考慮退場或改由行政部門編列預算負擔。

康芮颱風過境台灣，隨颱風帶來的鋒面，挾帶豪雨重創中南部，造成淹水災情慘重。中央災害應變中心30日統計康芮颱風期間，全台傷亡僅屏東縣鹽埔鄉29日發生1名機車騎士，因車禍掉落大排水溝遭沖走，30日上午尋獲遺體，列入颱風死亡人數。風災期間共疏散撤離3652人，各縣市49處收容安置處所共收容844人。

【孫英哲／彰化報導】彰化縣花卉生產合作社為推廣「少一柱清煙，多一份清香」的環保祭祀觀念，今天起一連三天，在田尾鄉的彰化花卉拍賣市場，舉辦花慶普渡祈福祭活動，並在拍賣市場內設置祭祝花禮展示區，由各個花卉產銷班絞盡腦汁，發揮創意，透過插花創作七彩花豬公、神仙花斑魚、迷彩花雕雞、花鳳梨及花蘋果等替代供品，讓人看得目不暇給。

縣議員劉淑芳說，用花卉取代傳統供品，既環保又美觀，相當值得推廣。
 
合作社經理高銘輝指出，這次的活動，是希望向民眾推廣嶄新的祭祀方式，以多元化的花卉代替三牲等祭品；另外，活動會場也有設置花藝設計展示區，呈現各個花卉產銷班的創作，歡迎民眾把握這三天的時間內到場參觀，感受這場別開生面的花卉嘉年華。

補教法修正案禁止六歲以下幼兒補習美語、棋藝、大腦開發等。桃園縣補教協會榮譽理事長張弘昌表示，從憲法層面看，這項規定等於限制人民受教權，「政府怎麼可以用法律規定幾歲能學什麼、不能學什麼？這會成為國際笑話！」

張弘昌說，政府明文規定六歲以下不能補美語，但家長仍有需求，「難道要偷偷找外國人或美語老師到家裡補習？」如此不僅貧富差距更大，孩子受教權也被剝奪；這項修正在前總統陳水扁任內就討論過，因反對聲浪太大而作罷。

台北市每年有逾萬名六歲幼童報名兒童美語、數學等補習班。北市補教協會質疑，新法若未明訂緩衝期，兒童補習班難道就要就地解散？已繳費的家長怎麼辦？

主人翁心算創辦人曾春兆說，行政院規定六歲以下幼兒不能補習珠心算令人訝異，希望立法院審議時先安排公聽會，「我一定出席，帶資料和決策官員辯一辯。」

新竹林姓幼兒園業者說，偏遠地區教育資源有限，家長特別希望幼兒園課後能多教美語、才藝，就算不能去補習班，家長仍然會想辦法送孩子上美語幼兒園。

台中市一家作文補習班說，禁止不代表沒有市場，業者還是可以變通，例如把作文課程改成「閱讀」或其他名目仍能規避罰則。 （鄭國樑、羅緗綸、李青霖、莊旻靜、郭政芬、王慧瑛、喻文玟、陳瑄喻）
