美國和俄羅斯今天就「繳除敘利亞化學武器」締結協議的事情，展開第3天協商；聯合國秘書長潘基文則質疑，敘利亞政權能否遵守任何相關協議。

法新社報導，美國國務卿凱瑞和俄羅斯外長拉夫羅夫，今天一大早即會面，繼續就繳除敘利亞化武的事情舉行磋談。外界都審慎期盼，美、俄這項會商能獲致進展。

美、俄專家團隊目前都集思研究俄羅斯方面突然提出的這項解決敘利亞化武問題的議案，美國總統歐巴馬也因此把動武教訓敘利亞總統阿塞德政權的行動，暫踩煞車。

美國決定動武，目的在懲罰敘國首都大馬士革近郊有人動用化武攻擊平民，美國認定是敘國總統阿塞德方面進行毒氣攻擊，造成1400人喪生。

美國官員披露，針對敘國化武軍備規模，美、俄雙方已獲致進展，朝達成協議邁進一步。

美國估計敘利亞握有約1000公噸的各式化學戰劑，包括沙林毒氣、sulfur化學戰劑以及VX神經毒氣等。

這名美國官員說，俄羅斯的相關估計則低很多。

美國與俄國今天仍存有相關歧異，特別是在兩件事情上各有己見，也就是有關訂定截止期限，要敘國總統阿塞德政權公布其所擁有的化武軍備，以及聯合國相關決議案的用詞遣字等。

彰化縣一名劉姓男子追求認識的劉姓女子不成，昨晚埋伏路上刺殺劉女成傷，幸有兩名隨行的國中生伸出援手，適時制伏劉嫌。

彰化縣警察局田中分局社頭派出所調查，家住員林鎮的30歲劉姓男子，認識社頭鄉20歲的劉姓女子已3年多，近兩個多月來，劉男開始對劉女展開追求；但劉女無意與他進一步交往，頻頻婉拒劉男的要求。

劉女昨天傍晚下班後，得知劉男可能會對她不利，因此拜託兩名先前因買飲料認識的國中男生陪同她回家。

昨晚6時30分左右，當劉女騎自行車回家途中，突然遭到躲在路旁的劉男拉倒，徒手毆打劉女後，又取出預藏的水果刀朝劉女腹部、胸部及背部各刺1刀；騎在前頭的兩名國中生聽到劉女哀號聲，趕緊回頭救助劉女。

兩名國中生見劉女受傷流血，當場聯手將劉男壓在地上制伏，並由路人協助報警。

警方趕到將劉男逮捕時，發現劉男穿著雨衣及戴口罩、手套犯案，但雨衣內竟沒有穿其他衣物，一絲不掛。劉女經送醫急救後傷勢已改善，今天下午由加護病房轉入一般病房。

警方說，劉男目前無業，身高約160公分，屬於瘦小型身材，警訊時供稱，因想找劉女談事情未被接受，一時緊張、衝動才會鑄下大錯。

兩名見義勇為的劉姓及張姓國中生，目前就讀社頭國中一年級，校方得知他們的英勇行為後，今天特別頒獎鼓勵。

兩名學生說，他們與劉女因常到同一家冷飲店買飲料而認識，昨天下午劉女要回家時，劉女及飲料店女老闆要他們兩人隨行陪同，沒想到真的出事；他們見劉女受傷流血，沒想太多，也不知是哪來的勇氣，合力將劉嫌制伏。

台北101煙火恐受高個子的新鄰居影響！台北101發言人劉家豪今天表示，受安全距離及高度考量，新大樓（南山人壽）興建恐對101煙火造成影響。

媒體報導，南山人壽標下世貿二館開發案，預計興建地上45層樓、高約270公尺高的大樓，可望成為台北第2高大樓，因緊鄰台北101大樓，台北101施放跨年煙火，因安全距離考量，恐怕無法整棟施放。

劉家豪受訪時指出，煙火施放的安全距離是100公尺，南山人壽如興建樓高270多公尺，雖然新大樓不是剛好在101的正旁邊，而是斜角邊，但與101最近距離僅約60公尺，煙火施放設計恐受影響。

此外，劉家豪表示，垂直的安全距離是150公尺，因此，恐怕連從89樓施放都有問題。

他表示，南山人壽新大樓正在整地，今年跨年煙火不致受影響，新大樓預計2年後完工，不過，在它蓋到一定高度時，就會對煙火施放造成影響，將與南山人壽或市政府溝通如何解決。

【洪振生/屏東報導】高雄籍漁船連宏鑫號載著2千多隻台灣二級保育類食蛇龜和柴棺龜，清晨企圖從東港闖關到大陸，結果被第六岸巡總隊和高雄第二查緝隊聯手攔獲，船長孫石吉坦承這些龜類係來自野地收集和養殖，走私到大陸可有6倍利潤。鹽埔安檢所長曾建仁表示，緝獲柴棺龜1081隻和食蛇龜1358隻，被藏放在漁船甲板船艙內，再覆以薄冰降低烏龜活動力，以躲避查緝，每隻烏龜收購價1千元，運售到大陸則可賣6千元。全案依違反野生動物保育法、漁業法和懲治走私條例將船長和3名印尼漁工送辦。
