珊卓穿著一襲Marc Jacobs銀色亮片禮服，在《Vogue》10月號封面大秀美背，看不出是49歲的熟女，該雜誌稱讚她美麗更勝以往，也更具票房魅力。這是珊卓1998年至今，第5度成為美國版《Vogue》雜誌的封面女郎，她的新片《地心引力》下月4日在台上映。

【陳智偉／綜合外電報導】薩默思（Lawrence Summers）放棄角逐聯邦準備理事會（Federal Reserve，Fed）主席，激勵美股期指、美債同步大漲，美元應聲重貶。

美股道瓊期指一度大漲180點或逾1%；美國公債價格同步大漲，10年期公債利率走升；美元急貶0.5%創2周新低，兌歐元一度來到1.3382，兌日圓則來到98.46。
 
美元走軟帶動金價轉強，國際現貨價一度上漲0.4%至每盎司1330.89美元，惟敘利亞局勢緩和，影響紐約西德州原油仍下跌近1%，來到每桶107.32美元。
 
薩默思對QE（Quantitative Easing，量化寬鬆）態度冷淡、被視為立場強硬的鷹派，市場原本擔心由他出任Fed主席，恐加速QE退場，如今他從候選名單除名，使得立場溫和、支持QE的現任Fed副主席葉倫（Janet Yellen） 出線機率大增。

【林世雄／台中報導】台中市致用高中3年級3名學生陳銘耀、張育綸、陳聖杰在上周於龍華科大舉辦的人工智慧單晶片電腦鼠競賽中，打敗來自全國126支隊伍，以31秒的成績勇奪線迷宮鼠第1名，比第2名還快上7 秒，他們在古典電腦鼠走迷宮組，也拿到第3名，表現優異。

張育綸說，他與隊友從今年2月開始就投入電腦鼠設計，幾乎所有周休2日及暑假都沒休息，均待在學校接受老師與畢業學長的指導，甚至還讓家長質疑他們「為何沒事一直往外跑？」如今得獎，一切付出都值得了，未來打算繼續升學並研謮電子相關科系或工業管理。

綠營立委以黑衣黑褲大陣仗現身立法院，並異口同聲抨擊馬政府違憲亂政，立法院長王金平與行政院長江宜樺都在場安靜聆聽。17日上午立法院邀請行政院長江宜樺發表施政報告。然而在江揆發言前，10多位在野黨立委有輩而來，利用國是論壇紛紛發言，批評行政體系凌駕立法，並要求黃世銘接受停職調查，江宜樺道歉、下台。唯一發言的國民黨籍立委孔文吉則是呼籲要解決政爭，只有各退一步，才能海闊天空。

民進黨團總書記吳秉叡首先表示，馬王鬥爭的始作俑者就是源於特偵組的違法違憲，特別是檢查總長黃世銘行為失當，應停職接受調查，並且廢除特偵組。綠營立委陳亭妃則表示，總統馬英九的民調已掉到18%以下，清楚反映民意不再支持總統，應即下台。另外，在此事件中，馬英九縱容特偵組、江宜樺違法濫權，不僅踐踏憲法，甚至藐視國會。陳亭妃認為，不只江宜樺要道歉、下台，檢察總長黃世銘也應接受調查。

親民黨立委李桐豪上台時高舉「江揆下，經濟上」的牌子，他說，「沒有江揆的行政院，立法院已經準備好了！」李桐豪認為，立委的行為有紀律委員會可管，江宜樺身為行政院長，應秉持行政中立，而非涉入政爭。

立委葉宜津則批馬英九是「水門總統」，她說，立法委員是全國最高監督，但總統馬英九卻非法監聽國會，而身為政治學博士的幕僚長江宜樺也公然違憲，顛倒了應該要監督他的國會。「台灣最寶貴的民主憲政亂了套，憲政鋼骨動搖，」

葉宜津隨後播放馬英九當台北市長時，在罷免前總統陳水扁時的演說，要馬英九回憶當時所說過的話。馬當時強調，「人要有羞恥心，別人才會尊敬你；人要有責任感，別人才會同情你。」在影片中，馬英九還說，「當總統民調低於18%，表示全民對他不再信任，且只要總統無能就可以罷免他，大家說對不對？」這時立法院現場所有綠營立委都大聲回應「對！」

立委林佳龍表示，特偵組以不當手段取得資料，且行政凌駕立法，應修正法院組織法與公務人員選罷法，讓權力分立更明確，避免政府亂政的行為。立委尤美女甚至以威馬政府崩解，希特勒執政來比喻馬政府將手伸進國會、伸進司法，恐會破壞三權分立的憲政體制，變成威權政府。

唯一登記發言的國民黨立委孔文吉說，發生這樣的事，藍營心如刀割，他呼籲行政與立法單位應互相體諒，「解決政治僵局的唯一方法，就是退一步海闊天空，退一步可以政治和諧。」

孔文吉強調，立院正好可藉機好好討論朝野協商的透明化，改變議事效率。孔文吉舉出《原住民自治法》為例，希望立院多關注民生議題，卻引來民進黨立委抨擊，立委林淑芬大喊：「這不是關說，什麼才叫關說？」甚至拍桌叫囂，場面反對聲浪越來越大，孔文吉只好結束發言。

立法院長王金平涉嫌司法關說被國民黨撤銷黨籍，立法院長資格不保，王金平向法院提起「確認國民黨員資格存在」的民事訴訟，並聲請「定暫時狀態假處分」，請求判決確定前，他能繼續行使中國國民黨黨員權利，合議庭日前裁准王金平的聲請；國民黨委任律師團不服，向高院提起抗告。

王金平委任律師許英傑表示，王金平聲請「暫時保有國民黨籍」的假處分勝訴，「禁止國民黨將撤銷黨籍證明書送達中選會」的緊急處置已經沒有必要，也遭法院駁回，律師團今天具狀捨棄此部份抗告權。

許英傑說，假處分的部份國民黨已向高院抗告，王金平律師團請求高院比照過去處理重大案件，公開抽籤辦理。

立法院長王金平的委任律師許英傑今天至台灣高等法院具狀聲請，希望高院能公開抽籤分案。

王金平日前向台北地院聲請假處分及緊急處置，台北地院13日裁准假處分，但駁回緊急處置聲請，讓王金平以新台幣938萬1210元為相對人（國民黨）供擔保後，在確認黨員資格存在訴訟判決確定前，得繼續行使國民黨黨員權利。

許英傑下午先前往台北地方法院具狀表明捨棄緊急處置部分抗告權，並轉往高院遞狀聲請公開抽籤分案。

許英傑表示，尊重法院處理程序，但希望高院收到台北地院移送的案卷後，能比照重大案件辦理公開抽籤分案，並通知雙方當事人到場。

媒體詢問為何當初在台北地院沒聲請公開抽籤分案；許英傑回應，因為情況每分每秒都在變化。

【綜合報導】英國廣播公司（BBC）稱，英國副首相克萊格本周末將在他領導的自由民主黨年會上公布，英國政府擬對英格蘭超市使用的購物塑膠袋徵收5便士（約2.3元台幣），希望英國民眾能少用塑膠袋。

BBC稱，這項收費措施2015年大選後將在超市和大型商場施行，所得款項全部捐給慈善機構。威爾士和北愛爾蘭已經針對塑膠袋開始收費，北愛爾蘭環境部長杜爾坎表示，對超市塑料購物袋開始收費5便士以來，其使用減少了80%。
