【林巧雁／台北報導】國產署副署長邊子樹表示，台北學苑地上權招標案預計9月底前公告，最快下周公告招標，相關條件仍要開審議委員會決定。等標期2個月，估計11月底或12月初可開標，可作為商辦、旅館或shipping mall，但不能規劃住宅。
 
台北學苑面積1.33公頃，北區分署估價市價超過200億元，地上權招標通常價格為市價3~7成，台北市因土地精華、誘因大，要找超過1公頃素地也很難，因此即使是地上權招標，價格也是市價5~7成，若順利標出，國庫可進帳上百億元。目前暫定地租率維持3.5%，承租時間為70年。

【綜合報導】今天是立法院開議日，這是關說風暴發生以後，江宜樺首度與立法院長王金平同場合互動。行政院發言人鄭麗文昨說，如順利進行施政報告，江揆會依慣例，向王鞠躬致意，並稱呼「王院長」。不過民進黨團昨則揚言誓死不讓江揆上台，今天施政報告能否順利進行仍有變數。

今天上午8時30分民進黨團將在議場內再開黨團大會，討論杯葛江宜樺報告方式，幹事長高志鵬強調，江道歉認錯是基本要求，但「絕對不是道歉認錯就可以上台！」

對綠營揚言杯葛，國民黨團昨也舉行黨團大會討論攻防策略，國民黨政策會執行長林鴻池說，立法院邀行政院長備詢，不宜拒絕讓江揆上台，將視民進黨杯葛理由再決定策略，屆時應該還是會請王金平出面召集協商，看民進黨提出什麼條件，「只要是合理的條件，都可以答應！」

【綜合報導】俄羅斯核子動力潛艇「托木斯克號」(Tomsk)，昨天(15日)在海參崴附近的船塢維修時突然起火燃燒，大火延燒5小時後才被撲滅，現場無人傷亡。

俄國當局表示，托木斯克號自2011年進廠維修以來，核子反應爐一直沒有運轉，昨天發生緊急事故的區域輻射狀況監測都正常，沒有輻射外洩的疑慮。俄國國防部表示，初步調查起火原因是與錯誤的焊接程序有關。
