內政部長李鴻源說，土地徵收是推動建設必要的手段，不可能廢除。但是，只要「長官」同意，他就能提出一套「土地正義」與「經濟開發」的土地徵收政策。

大埔抗議事件延燒，重創馬總統與江揆。李鴻源說，「我手上有五顆球，隨時在空中拋。」李鴻源雙手邊在空中比畫邊說，五顆球是：土地承載率、災害潛勢圖、公共設施保留地解編、防災型都更、審議過程的檢討。

李鴻源說，這五顆球要拋得漂亮、不會漏接落地，光靠內政部是辦不到；須要有行政院的支持，才推得動。

農民團體及學者批評地方政府土地徵收浮濫「圈地」。李鴻源說，有些地方政府的科學園區、工業區已經飽和，但還拚命地開發科學園區、工業區，這種作法，確實會讓人民覺得政府在「圈地」。

他說，要減少不必要的「圈地」，第一顆球就是「土地承載率」的總體檢。內政部計畫明年清查各縣市科學園區、工業區的開發的利用率，只要有閒置，內政部就會刷掉縣市政府新申請的科學園區或工業區開發案。

第二顆球災害潛勢圖。政府已經在清查哪些是易淹水區、土石流區、地層下陷區。將來這張災害潛圖做好，會提供給地方政府。政府手上有了這張圖，哪些用地可以開發，或不能開發，清清楚楚，政府不當徵收的情形就會降低。

第三球顆球，是公共設施保留地解編。李鴻源說，政府推動重大建設，去徵收人民土地，過去政府官員都用「做功德」的角度，規勸人民要「犧牲小我，完成大我」。這個觀念雖然沒有錯，但現在是該調整的時候。

李鴻源說，政府必須從人民的財務規畫立場，去思考土地徵收。要讓被徵收的人生活無虞、有足夠的錢在其他地方買房、安身立命。要做到這點，政府手上就要有「籌碼」，換言之，政府手上要有錢，又有地，可以跟人民溝通、談判；公共設施保留地解編就是非常重要的工具。

李鴻源表示，透過解編，政府手上有了土地，就有足夠的財政籌碼，提供較好的條件，給土地被徵收的人民。

另外，李鴻源說，包括防災型都更及審議過程的檢討的配套，土地徵收就能更趨近合情合理的安排。

李鴻源也呼籲立法院，要讓五顆球運作，一定要趕快通過「國土計畫法」。政府有了法源，就可以大膽去做，大幅改善土地徵收引起反彈的弊端。國家能建設，人民的土地正義也獲得保障。

【綜合報導】廣東省防災總部22日晚上通報，受颱風天兔影響，汕頭沿海海門站出現超50年一遇最高潮位。為確保安全，廣州、汕頭、佛山等14個市已採取停課措施。

22日晚上7點，南海東北部出現6至10公尺的狂浪與狂濤，廣東東部沿海水位上升47至207公分，汕頭沿海出現超出警戒105至139公分的高潮位，其中汕頭海門站現269公分實測最高潮位，超出警戒139公分，超過歷史實測最高潮位約7公分。

【突發中心／新北報導】昨天深夜11時許，三鶯橋下沙洲部落被人發現有火光冒出，警消趕往現場，發現是一間無人的工寮在燃燒，面積約20平方公尺，所並未延燒。
 
警消佈線灌救，約10分鐘將火勢控制，目前正在殘火處理。警方將通知關係人到場，以釐清工寮使用狀況及起火原因。
