號稱菲律賓最大勞工組織的菲律賓貿易聯盟協會（TUCP）今天聲稱，有大批中國大陸人在菲國非法工作，影響到本地勞工的就業機會。

TUCP執行副會長謝諾（Gerard Seno）今天在1份聲明中指出，多達3000名中國大陸建築工獲1家跨國公司聘用，在巴達安（Bataan）和八打雁（Batangas）兩省非法工作。

謝諾說，「作為捍衛菲律賓勞工權益的先鋒，TUCP對於大批外國人-特別是中國大陸人-在建築界工作的消息感到嚴重關切，他們據信在沒有政府許可證的情況下工作。」

他補充，這不僅對菲國建築業帶來不利的影響，同時也衝擊菲國本已居高不下的失業率，「如果政府不立即處理這種現象，整個國家的就業安全都會受損。」

謝諾說明，不肖外國承包商鑽法律漏洞，申請300份工作證，但卻引進多於此數數倍的外國勞工。

他說，移民局、地方政府和勞工部官員應正視外國勞工非法就業的情況，嚴格執法，「不但保護菲律賓勞工的就業權，也讓中國勞工免受現代奴役的剝削。」

根據菲律賓法律，有意在菲律賓工作的外國人必須向勞工部、移民局及職業管理委員會申請「外勞工作證」，外國人需名譽良好及且所持技術在菲國勞工市場難以取代，才能獲准在菲工作。

【劉煥彥／台北報導】中國信託證券將朝精緻型證券商方向發展，未來3~5年經紀業務不求擴張實體據點，而是透過雲端技術，以虛擬網路提供投資人完整的金融商品，承銷業務則透過中國信託銀行的海外據點優勢，鎖定體質好的海外企業來台掛牌，中長期則放眼兩岸開放T股後，中國至少數十萬家民營企業的潛在來台掛牌商機。
 
中信證券總經理陸子元下午在「雲端自動盯盤」App上市記者會中表示，現在證券商要做大經紀業務，不見得要購併同業，因為大型券商買下同業後都在整併據點。
 
再者，隨著投資人世代交替，愈來愈多客戶是常用行動裝置的年輕人。中信證客戶的網路下單比重已達40%，當中比重最高的30%，是使用手機及平板電腦的客戶，可見網路下單是時代趨勢，且預期2014年有機會比重過半，所以中信證需要開發結合雲端技術的軟體服務。
 
陸子元也提到，今年將成立松江、嘉義及雙和3家分公司，且結合中信銀據點，平均每家分公司服務周邊約10家中信銀分行的客戶，達到證券與銀行相輔相成的效果。

【楊勝裕／新竹報導】國道中山高北上92公里處，今晨3時38分許傳出火燒車意外!一台聯結車從林姓司機駕駛，從台南出發到台北，車上滿載興建台北巨蛋用的鋼樑，行經新竹市及竹北交界處時，司機聞到左前輪有冒煙，停路肩下車查看車況，沒想到火勢一發不可收拾，林姓司機立即打１１９報案。
 
新竹市埔頂消防隊趕抵，立即拉水線滅火，火勢在１５分鐘受到控制，因溫度過高，消防人員持續灌救後，才將火整個撲滅，不過車頭整個燒毀。駕駛的林姓司機說：「當時有冒煙，下車查看，火一下子就燒起來了，幸好下車查看，否則後果不堪設想。」

【李姿慧／加拿大蒙特婁報導】台灣被拒於國際民航組織（ICAO）門外長達42年，台灣時間昨晚10時許，民航局長沈啟率代表團重返其大會。此次我方以中華台北、特邀貴賓身分與會，雖無發言權與表決權，但沈啟強調，重返表示可即時獲取重要飛安資訊和飛航標準制定方向，將持續爭取參加地區性的會議。
 
沈啟被安排坐在會場最後一排、最角落的位置，桌上名牌標示「Guest」（客人）、「Chinese Taipei CAA」（中華台北民航局）。沈啟在會場也與中國民航總局副局長夏興華碰面，夏主動上前打招呼，指台灣與會「是兩岸和平發展的結果，身為兩岸民航界同仁，對此感到高興」。媒體詢問，未來台灣可否進一步以觀察員身分，參與ICAO大會與地區會議，夏回應：「兩岸仍待商量，只要堅持兩岸和平方針。」
 
台灣位置連接東北亞與東南亞，逾30家航空公司經營定期航線，每年4千多萬名旅客，但1971年退出聯合國和ICAO後，拿不到國際飛航、保安文件，無法隨時與國際無縫接軌，影響旅客安全，有問題也不能直接跟ICAO溝通，近年因兩岸關係改善和對岸默許，才重返ICAO。
 
沈啟昨說，雖是以中華台北、特邀貴賓與會，但可實質參與並獲第一手資訊，「不能改變就接受它。」現年64歲的沈啟是民航局首位女局長，她任職民航局第一年，就遇上我國退出聯合國，能在退休前夕率團重返ICAO，她認為意義非凡。

新華社報導，大陸第一個自由貿易區將於29日在上海掛牌，希望能把這個中國首要商業重鎮轉化為全球貿易輻輳點。香港媒體報導，區內能自由使用臉書、推特，瀏覽紐約時報網站。

大陸官方8月正式通過這項計畫，自由貿易區將採取自由化措施，旨在協助上海與香港和倫敦等自由港競爭，推進世界第二大經濟體大陸的改革開放。

上海自由貿易區將於29日正式掛牌，名稱是中國（上海）自由貿易試驗區（Pilot Free Trade Zone）。

法新社本月稍早看到的自由貿易區草案顯示，上海自由貿易區將放鬆對人民幣的匯率控制。

香港「南華早報」今天報導，未來民眾可在上海自由貿易區，上網瀏覽臉書（Facebook）、推特（Twitter）與其他大陸政府認為敏感並封鎖的網站。

該報引述不具名政府消息來源指出，當局樂見外國電信業者申請營業許可，在自由貿易區提供網路服務。

大陸國務院表示，上海自貿區可作為人民幣自由兌換與利率進一步市場化的測試地點，同時也可看出海外直接投資與納稅等的相關改革成效。

南華早報引述消息來源報導，自貿區不再封鎖網站，是為了讓外籍人士「賓至如歸」。消息人士說：「如果不能上臉書或瀏覽紐約時報網站，他們自然會懷疑到底這個自由貿易區有什麼特別之處。」

當局先前表示社群媒體煽動新疆暴動，因此在2009年中封鎖臉書與推特。「紐約時報」（New York Times）也因去年報導前總理溫家寶家族聚積鉅額財產，而遭當局封鎖網站。

【辛啟松／台南報導】南鐵第二場鐵路地下化拆遷戶座談會今晚在混亂中完成，市長賴清德強調，身為台南市長，有義務執行中央在地方的重大建設，但也有照顧市民的責任，他希望與市民攜手合作，在兩者間創造雙贏。
 
賴清德說，舉辦座談會有三個目的，第一，市府有責任到地方，把鐵路地下化政策的形成過程向大家報告，並澄清謠言和誤會，拆遷戶「知的權利」不應被外力阻撓。第二，拆遷戶有什麼問題、困難，請盡量提出，大家共同溝通解決。第三，市民與市府歡歡喜喜把問題解決、完成這個重大建設，讓台南市繼續發展。
 
賴清德表示，市府比較行政院、自救會及社會各界版本，評估後認為行政院版本相對較優。市府也體認，不管是哪個版本，某種程度上都會傷害到鐵路沿線住戶的權利，因此提出專案照顧住宅方案，以求減低對住戶的衝擊，市府也會積極向行政院爭取，希望提高拆遷戶房屋的容積率與建蔽率轉換。
