中興航空直升機昨在玉山失事，根據飛航安全調查委員會統計，包括昨天這次，中興航空十一年來共發生四起直升機事故，釀成五死四傷，出事的全是BK-117機型。

昨天這起事故原因，民航局官員表示，將成立檢查小組對中興航空深度檢查。官員指出，失事可能肇因於天候、機械及人員，不過昨天天氣晴朗、該機又剛完成檢修，不排除人為操作因素，會由飛安會深入調查。

飛航安全調查委員會執行長王興中說，這架直升機機齡廿三年，本月三日才完成一百小時保養維護，應屬「適航」狀態，昨晚已火速將黑盒子送回台北判讀，初步調查結果最快本周出爐。民航局表示，若調查確認是機械因素，將要求停飛檢修。

飛安會指出，目前全台民間直升機有九架，分屬中興、德安、凌天航空公司所有，其中四架是與失事飛機同機型的BK-117機型。

開南大學空運管理系助理教授盧衍良說，機齡高與飛安沒直接關聯，若按照標準作業流程，定期更換新零件，飛機「老當益壯」照樣適航，國外也有許多直升機飛行三、四十年，中興航空是否正常保養才是重點。

警方調查，3名嫌犯分別以新台幣3000及1萬元向2名藥頭購買毒品吸食，其中1名陳姓嫌犯還大方「請客」，堤供自己購買的安非他命供另2名嫌犯吸食；警方訊後依違反毒品危害防制條例將3名嫌犯移送法辦。

當時，車站外大雨磅礡，候車大廳卻下起小雨，從銜接高鐵車站的走廊到台鐵售票亭，沿路擺滿卅多個接水的各式水桶；滴滴答答的漏水聲迴盪在造價九點六億元的新車站，顯得格外諷刺。

來台旅行的美籍旅客Rich，颱風天拖著沉重行李在站內東閃西躲，避開水桶與地面積水，免得滑倒；他忍不住問「新烏日站啟用不到五年，怎麼會漏水？」

「建築物這麼新，漏水卻這麼嚴重，工程品質鐵定有問題。」常常搭台鐵轉乘高鐵的劉姓律師表示，新烏日站漏水不是新聞，但是水桶、紙箱加塑膠袋排成一列，漏水漏得太嚴重，「這是台灣的公共建設嗎？」

新烏日站不只漏水嚴重，夏季期間，高鐵轉乘旅客跨入銜接雙鐵的通道，就明顯感覺「好悶熱」。

主婦黃思華有次搭火車到彰化訪友，坐在候車大廳熱出滿頭大汗；原以為省電才沒開冷氣，後來發現根本沒空調，讓人難以想像。

記者九月初在候車大廳測得站內氣溫攝氏卅二度，站內候車旅客寥寥無幾，許多人寧待在清涼的高鐵站區，等火車到站前再快速通過。

有建築師擔心，新烏日站漏水難以收拾，問題出在採光罩與鋼骨結構的銜接處，補強也難一勞永逸，除非改變屋頂設計，否則再漏機率很高。

建築師說，新烏日站開放式的候車空間，加上挑高屋頂，讓台鐵擔電費高昂，才沒裝空調設備，但冷空氣比較重，把出風口設在靠近地面處，可調節溫度，也不會浪費能源，「問題是車站都蓋好了，怎麼重埋風管？」

台鐵台中施工隊表示，採光罩與挑高屋頂的接縫已重新處理，下次大雨應不會再漏水；候車大廳若全面裝設中央空調，電費恐無法負擔，台鐵正在實驗改善方法，盼解決悶熱問題。

【陳培煌／台北報導】立法院外交及國防委員會與經濟委員會聯席審議「北太平洋公海漁業資源養護與管理公約」及「捕魚實體參與文書」案，農委會副主委胡興華報告時承認台灣參與這項公約過程中曾遭到中國刻意打壓。外交部次長柯森耀面對民進黨立委許添財質詢時也承認，「過去談判之中確實有點困擾」。

【徐珮君／台北報導】行政院會通過《姓名條例》修正草案，放寬原住民（少數民族）、外國人取名及被認領者申請改名規定，明定外國人、無國籍人取用中文姓名方式，「姓氏在前、名字在後」，無姓氏者，也可僅登記名字。

草案規定，外國人名字可以外文音譯或中文原名方式為之，例如「凱薩琳」或「詹姆士」等；原住民或少數民族也可依其文化習俗，回復傳統姓名；同時，基於子女最佳利益原則及因應實際改名的需要，也放寬因被認領、被收養或終止收養，除可變更姓氏，也可申請改名。

《姓名條例》原規定「出世為僧尼」或「僧尼還俗」者可申請改名，草案也修正為「因宗教因素」出世或還俗者，均可改名，所有宗教都適用。

【徐珮君／台北報導】行政院會上午聽取金管會報告「協助我國銀行積極布局亞洲，拓展市場規模」，金管會強調未來3至5年將促成1至2家銀行活躍於亞洲地區，成為指標性的亞洲區域銀行。但中央銀行總裁彭淮南指出公營行庫負政策任務，經營階層薪資待遇低，也獲得財政部長張盛和、金管會主委曾銘宗呼應，行政院長江宜樺說，外界雖對公股銀行高階主管曾有「肥貓」批評，但應該做的事仍要進行，請財政部積極研議。

張盛和在院會舉例，公營銀行的經營階層在國營的台灣銀行服務年薪2百萬元，到官股的彰化銀行會多一點、約數百萬，經營階層不願在台銀，反而寧願去彰銀，至於民營銀行年薪則高達3千萬元，「落差很大，留不住人才。」曾銘宗在院會後記者會也強調贊成彭淮南的說法，強調應給公股營行階層適度薪水，但也要賦予一定的責任，「做不好就離開」，吸引更好人才進入公股銀行。

江揆指出，此舉有助於延攬優秀人才，提高公營銀行的營運績效，儘管外界對於公股銀行高階主管曾有「肥貓」的批評，應該做的事仍要進行，請財政部積極研議，並主動對外說明，勿因外界批評，使得該做的事裹足不前，江也希望其他財經部會，在面對外界質疑相關改革時，也能採取相同立場，為政府應做的事勇於辯護。
