【蘇聖怡／台北報導】外傳總統馬英九致電藍委，請託護航檢察總長黃世銘，對此，國民黨立院黨團書記長林德福說，到目前為止絕對沒有，若總統有指示應該會先透過黨團幹部，但目前確實都沒有。

對於黨籍立委盼黃世銘知所進退，林德福說，尊重委員看法，但是黨團不做任何決議，因為起訴仍是無罪推定，且又有任期保障；但林德福強調，他個人認為黃世銘應該迴避，前法務部長曾勇夫覺得自己很冤枉，但還是迴避請辭接受調查，這也是他的勇氣，「你是一位最高檢察總長，有前例大家看得清楚」。

【李光濱、盧麗蓮、陳亮諭／綜合報導】1名男性登山客獨自攀登奇萊山，其他山友發現他陳屍在磐石西峰登山路徑山頂，救難人員今天上午挺進且協助空勤直升機將遺體運送下山；同一登山路徑摔傷的洪姓（48歲）女登山客等同行3名隊友，也搭直升機回平地。葉姓山友認為，登山等荒野活動，不宜獨自前往，也不建議2個人，最好要3、5個以上比較好。

前往救援的新秀消防分隊小隊長馮富生說，山區日夜溫差超過20度，半夜溫度均零下幾度，救難人員沿著登山路線先找到洪女，10分鐘路程後在盤石西峰路徑山頂發現罹難者，當時他衣著整齊，背著包包、躺在地上，全身已僵硬且緊握手機，身上有1個鋼瓶，研判可能是突然身體不適，在無人協助下倒地死亡。死因及身分待檢警相驗才能確認。

無獨有偶，加拿大也有1名登山客拉佛伊，今年7月帶著愛犬探險，因糧食、手機及獨木舟遭野熊破壞，為了保命，他只好忍痛吃愛犬；失聯3個月，上月底獲救，目前狀況仍危急住院中。

【陳方瑩／南投報導】南投縣埔里鎮麒麟里投71線往武界部落方向，今天出現一隻約30公分的大烏龜，在馬路上曬太陽、慢條斯理逛大街，附近民眾聽到緊急煞車聲出來查看，怕牠被撞到，趕緊捧起來放到路邊，烏龜逕自爬行一小段後，自行滾落排水溝裡，民眾說，這樣牠有食物可以吃，也不怕危險了。

高鐵2日發生跳電停駛，原因是「區分絕緣器」鹽害超過預期。不過，從交通部及學者的立場，都認為高鐵風險管理門檻應再提高。

交通部高速鐵路工程局代理局長胡湘麟今天看了台灣高鐵提出的檢討報告，他說，跳電不是大問題，施工中的雲林站「區分絕緣器」故障，只要花20分鐘可以解決，只因現場沒有維修人員，結果花了兩個多小時才排除，從風險管理角度看，思考不夠周延。

據台灣高鐵提供的數據，每年針對各種情境的應變演練有59次，通車至今已超過300次，連地震出軌、高架橋上翻車都演練過，但從未想到演練跳電。

交通大學交通運輸研究所教授馮正民認為，從4月25日因號誌問題全線停駛，及11月2日設備故障造成的區間停駛，台灣高鐵應學到將風險管理門檻拉高。

馮正民說，只要有任何有一點可能發生的事，無論是安全管理或營運，台灣高鐵應視為應該會發生，先用做最壞打算的假設，先想好可能的對策，事情發生時就不會有因超過預期而拖延應變處理時間。

台灣高鐵營運長張煥光坦承，營運要靠經驗的累積，團隊的合作永遠要更進步，公司應再強化因應對策。

逢甲大學運輸科技與管理學系副教授李克聰指出，只要是超過預期的事，在風險管理上就是有僥倖的心理，高風險管理機制，就是要將各種可能想成真的會發生。

李克聰說，台灣高鐵的僥倖心理反映在後續旅客處理，因為台灣高鐵總希望列車趕快啟動，反而沒有將資訊很明確傳達給第一線工作人員，例如列車1小時或2小時內無法啟動，讓旅客誤以為再多等一下就可以，結果接駁機制啟動，多數旅客不願使用。

李克聰建議，台灣高鐵除了安全上的演練外，與安全無直接關係的部分，例如大當機或其他因素，造成短時間內無法確定列車啟動時間等，也應納入演練項目。

經發局說，8座市場分別為永和永安、板橋黃石、萬里、蘆洲永平、汐止黃昏、永和溪洲、新店碧潭、貢寮澳底等，透過招牌更新，引領傳統市場走向「整齊、清潔、明亮」，讓570個攤招改頭換面，發揮觀光及經濟效益，提高民眾消費意願，創造地方勞動就業機會。

【鄭敏玲／台中報導】國立中興大學將在現今國際農業研究中心現址，成立頂橋仔文化展示區，展場內除展示文物複製品外，也將展示考古田野資料，重現3000年史前聚落生活型態及工藝技術，讓展區成為一個兼具研究、展示、教育和遊憩功能的場所。中興大學主任秘書陳吉仲表示，中興大學是國內第一所校區內有史前文物出土的大學，挖掘出的重要遺物標本合計2627件，包含距今3000年前牛罵頭文化（距今4500-3500年）與營埔文化（距今3500-1600年）過渡時期的文物；另一新建工程「學生第二餐廳」，也發現距今1500至1600年的番仔園文化遺跡，未來除將此區文物納入國農中心的「頂橋仔文化展示區」，興建中的學生餐廳也會與考古現場結合，可望成為校內新文化亮點。
