台北市長、市議員明年底改選，已有3位市議員爭取國民黨提名參選市長。其中，鍾小平昨主張市長與議員初選整併，現任議員須擇一參選。秦慧珠則無意見，僅表示七合一選舉黨的遊戲規則應全國一致；楊實秋則說，無論初選兩者整不整併，他都會參加市長初選。

鍾小平說，上周一場國民黨團聚會，市黨部主委鍾則良也在場，有部分市議員主張整併市長、議員初選，兩者同時進行，以免如同過去先市長後議員，市長初選被當議員初選前的造勢工具。

鍾小平主張把7月的議員初選，提前到5月與市長初選同時進行，節省兩次人力及資源。

他說，過去當台北縣議員時的地方配合款案，經最高法院駁回二審判決，目前是無罪狀態，爭取黨內提名無資格問題。他決定不參選議員，爭取參選市長。

市黨部主委鍾則良說，部分市議員主張兩者初選整併，理由是省時、省資源，反對的市議員則擔心兩者整併，在電話民調時容易搞混；市黨部只能把意見呈報中央黨部，由中央黨部決定。

鍾則良說，北市市長提名會列在最後一波，大約是5月。市長、議員初選規則應是六都採一致標準，不太可能北市特別不同；過去黨內初選都是先市長、後議員，不曾破例。

　　 美籍韓裔的世界銀行行長金墉 (Jim Yong Kim，圖) 周二 (10日) 在接受媒體訪問時表示，只要美國聯儲會採取逐步緩慢的方式，來讓現行的貨幣寛鬆政策 (QE) 退場，新興市場(emerging markets, EM)就能應付熱錢資金撤出所帶來的衝擊。

聯儲會主席柏南克今年 5 月時曾表示，聯儲會可能很快將對每個月 850 億美元規模的債券購買計劃，也就是所謂的貨幣寛鬆 QE，進行縮減。柏南克此話一出，新興市場貨幣應聲倒地，大幅貶值。

金墉表示，如果能如外界所期望的那樣，把 QE 退場的過程拉長，則新興市場經濟體－尤其是比較貧窮的一些國家，應該就能應付得來。
