基隆市長當選人林右昌今天下午公布副市長人選為金門國家風景區管理處長林永發，林右昌說，林永發符合他開出的四個條件，中央經歷、在地淵源、城新規畫專業及操守。

但網友發現，苗栗縣長劉政鴻胞弟劉政池陽明山七七行館案，時任陽管處長林永發涉包庇曾被約談列被告，10萬元交保。林右昌辦公室指出，林永發後來獲不起訴處分。
