行政院長毛治國上午首度赴立法院進行施政報告，施政報告指出，剛剛結束的地方選舉，反映了最新民意，行政團隊必須學習換個腦袋，對具爭議的政策，展現最大誠意及善意。

報告中說，政府過去幾年推動的政策和推動的方式，都需要檢討，政府存在的目的是要為民服務，行政團隊必須學習換個腦袋。以謙卑的心情，回應人民需求。

至於具爭議的政策，展現最大誠意及善意，與各界溝通及對話，尋求最大共識。

報告指出，政府今後也應該瞭解涵蓋實體世界，與新興網路世界的完整民意，在實體世界和新興網路世界之間建立橋樑，使網路世界的意見與創意可與實體世界相互交流，也讓實體世界資源與網路世界共享，使政府施政更具前瞻性。
