黑管？　高市地下管線資料庫查無榮化

高雄地下管線極其複雜，包括電力、電信、汙水、石化等共約40個各種業者機構在高雄市區道路下方設置長12萬8323公里的各種管線，不過，根據高雄市建置的地下管線資料庫顯示，氣爆發生的高雄市二聖路和凱旋路口，卻只有中油和中石化兩家的地下管線，無李長榮化工的地下管線，但是現場卻明顯看到疑似肇禍的李長榮地下管線，難免令人引發聯想是否為偷偷埋設的黑管？

對此，高雄市政府表示，2000年開始，高雄市才開始規定，開挖馬路埋設地下管線，必須向工務局申請，以便建立地下管線資料庫，如果是2000年之前埋設的管線，無須申請，李長榮化工的地下管線應該是2000年以前開挖埋設，所以資料庫沒有相關資料。

不過，經歷這次血的教訓，陳菊強調日後要讓石化地下管線的資訊更加透明公開化，不但可供市府監督，也將開放權限可讓民眾上網查詢自家住處附近有何地下管線，讓民眾安心。（李菁豪／高雄報導）
