共同社報導，日本政府昨天開始就安倍晉三首相力爭在國會本會期獲得安全保障法制內閣會議批准的方案，進行最終協調。

政府方面計劃將集體自衛權解禁定位為「研究課題」，不明確提出修改禁行此一權利的現行憲法解釋。

此舉意在以不明確提出修改憲法解釋，來獲得態度謹慎的公明黨理解，避免被批評為「在違憲狀態下推動立法作業」，同時有意著手完善相關法律，包括修改行使集體自衛權所必須的「自衛隊法」等。

安倍8日將國家安全保障局長谷內正太郎等召至官邸，指示為獲得內閣通過，必須加速方案制定。政府相關人士希望，在20日前後獲得內閣批准。

共同社說，自民、公明兩黨將從今天的執政黨協商會開始，就集體自衛權進行正式討論，政府將根據協商結果確定最終方案。

政府幹部稱，該方案將載明，國際法允許行使「集體自衛權」；並指出，「日本將討論行使的方式」。(中央社)
