《預算法》三讀　編預算要參考幸福指數

【李英婷／台北報導】立法院今三讀通過《預算法》部分條文修正案，通過修正第28條，要求主計總處將「國民幸福指數變動趨勢」納入編列預算概算、做為編列施政方針的參考資料。

該修正案也通過《預算法》第63條，各機關預算有剰餘時，得流用其他科目，但流入、流出數額都不能超過原預算的20%，且不得流用為用人經費，經立院審議刪除或刪減的預算項目也不得流用。
