核談達協議　伊美破冰密談有功

【張翠蘭／綜合外電報導】伊朗核問題多年來處於僵局，如今短短幾天就達成協議，全要歸功於美國一年來與伊朗多次祕密進行高層會商，加上伊朗溫和派總統羅哈尼推波助瀾，使歐巴馬政府這項外交豪賭終於催生協議。

英國《衛報》24日報導，一個咸認是羅哈尼的推特帳號，在伊朗核子協議公布後，發文稱「伊朗人民對溫和派與建設性往來的支持，加上協談小組不懈的努力，等於開啟新境界」。這段文字正巧吻合美聯社披露的美伊兩國祕密會談。據悉，美國副國務卿伯恩斯（William Burns）、副總統拜登的外交政策首席顧問蘇利文（Jack Sullivan）與伊朗官員，今年在中東阿曼等地至少進行5次協商。會談祕而不宣，甚至連美國在中東最親近的盟邦以色列，也被蒙在鼓裡。

持改革心態的羅哈尼，比起強硬派前總統艾邁迪內賈的路線溫和許多，他上任後致力修補與西方強國關係，9月更與歐巴馬通電話，是1979年美伊切斷外交關係以來，兩國元首首度直接對話。
