【綜合報導】「馬王爭」重創馬英九民調滿意度，9.2%的滿意度更創下歷史新低，林騰鷂直言，馬英九這個舉動，造成總統、立法院、行政院、司法單位等憲政機關，糾纏不清的憲政亂局。

法學工作者林騰鷂在《蘋果日報》論壇版發表《選舉制度 衍生憲政亂局》一文中表示，近期的憲政亂局，全是因為選罷法制的重大不良設計與規範所導致。《憲法》增修條文第2條第9項規定，總統、副總統之罷免案，須經全體立法委員1/4之提議，全體立法委員2/3同意後始能提出，並交由全體公民投票決定。因為這個規定，讓施政不良、不符眾望、民眾滿意度極低的總統，也不怕遭罷免。

昔日因前總統陳水扁涉貪，被百萬紅衫軍上街抗議，結果也是無法將其罷免。今日比陳水扁滿意度民調還少一半的馬英九總統，仍可在昔日要求陳水扁下台演講影帶的持續播放下，厚顏戀棧其位，也不害怕會被罷免。
