總統指示　洪案凌虐移出軍法審判

【王家俊／台北報導】陸軍下士洪仲丘案真相未明，國防部長高華柱等下午前往總統府，向總統馬英九報告軍中改革方案，政務委員羅瑩雪在國防部記者會上說，有關法律制度面，總統指示分兩階段處理，第一階段凌虐部屬移出軍法審判部分，將督促立法院修法，第二階段牽涉範圍廣，即是否軍法審判與民間審判二元合一，或維持雙軌，仍待討論。

高華柱則說，已向馬總統報告檢討，共有三方向重大疏失，包括沒有依法行政、禁閉政策管理不當、人員急救缺失，國防部已針對政策及執行面，提出落實申訴等13項全面檢討。
