葉匡時：期許中華電轉型　催生網通業的台積電

【劉煥彥／台北報導】交通部長葉匡時上午在中華電信（2412）2013科技研討會中致詞時，期許中華電以電信研究院為基礎，轉型為網通產業的工研院，能催生這一行的台積電（2330），並走出現在的舒適圈，帶領台灣的網通產業邁向全球，促進國內網通業的產業升級與創新。
 
葉匡時指出，台灣產業升級最需要的是破壞性創新，這就要靠新創企業，過去工研院為國內科技業培育了不少這類業者。他希望電信研究院不僅埋頭研發電信技術，也要有勇氣以工研院模式，將發展成熟的網通技術，分拆出去成立新創企業，且期盼中華電要有肚量讓研究同仁分出去自行發展。
