高雄氣爆案後，下水道系統嚴重損壞，又因連日豪雨來襲，排水不良導致淹水，當地居民叫苦連天。新任經濟部長杜紫軍表示，已支援十七部抽水機，並由高雄市政府配合，緊急開挖災區周遭排水路，要盡快解決淹水問題。

杜紫軍指出，經濟部水利署第六、七河川局已支援十七台抽水機，豪雨積水時都夠使用，「但淹水原因不是因為管線水太多來不及抽，主要還是水路受影響。」

杜紫軍說，現在災區下雨就積水，主因排水系統在爆炸後被破壞，原本可以順利排放的水，卻因為方向改變，造成積水。因此，從昨天開始進行工程，如必須把部分管線「堵住」再抽，才會有效果。

「每條（管線）怎麼處理都不同，哪幾條排水管怎麼做，哪些是要先堵住再抽、哪幾條要疏通排除才有效果」，杜紫軍說，水利署跟高雄市水利局已達成共識，並開始施工，像是光華路的水流就已處理完畢。

杜紫軍指出，水路從支流流進幹管，再由幹管再排出去，但受到氣爆影響，幹管無法正常使用，所以得在上游就做分流，把原本要流到下游的先「繞道」，排到別的地方流掉，解決淹水危機，「所以會在三多路、四維路的上游做分流，不要再流進凱旋路，其他地方也會陸續施工，解決問題。」

經濟部水利署表示，第六及第七河川局輪流派員進駐現場擔任連絡官，密切與高雄市政府聯繫，確保現場抽水機發揮最大的效用，並配合高雄市政府緊急開挖災區周遭排水路，降低豪雨對災區民眾的威脅。

【記者徐如宜／高雄報導】高雄氣爆災區排水箱涵受損，遇雨成災。市府水利局昨指出，大型抽水機只能減輕淹水程度，目前解決之道是用鋼板樁先整理出排水渠道，恢復起碼的排水功能。

水利局總工程司蔡長展表示，排水箱涵受損，排水功能盡失是淹水是一大主因。

此外，當初施設下水道時，是以五年平均降雨量設計，這幾天降雨屬大豪雨等級，遠超過設計的排水量。

蔡長展說，水利局積極進行災區重建工程，箱涵鋼板樁固定工程已發包，預計二星期內完成凱旋路一千八百公尺、三多路九百廿公尺、一心路五百公尺的鋼板樁打設工程，將排水渠道整理出來，可以進行起碼的排水。

他指出，市府曾考慮另尋替代溝渠，但涉及私人土地的取得，緩不濟急，難度也高。

高雄近海，遇漲潮時，雨水下水道也不好排水，蔡長展認為，可考慮在公共設施處規劃興建滯洪池，大雨時可提升防洪能力。
