【大紀元2014年11月15日訊】（大紀元記者平山報導）美國眾議院今天（11月14日）以252對161票通過了加拿大TransCanada公司的Keystone XL 輸油管項目法案。該法案下週二（11月18日）將提交美國參議院表決，若獲得通過後需要美國總統奧巴馬簽字同意方能生效。

早在2008年加拿大TransCanada公司向美國國務院呈交了Keystone XL輸油管項目許可證申請。但該項目遭到環保人士的激烈反對，歷盡波折。先是環保人士擔心輸油管途徑內布拉斯加州時污染地下水，數千人到白宮前舉行抗議活動。TransCanada改變輸油管路線後又2011年底重新申請，結果又被美國國務院拒絕，理由是環境評估不充分，將再次申請期限推到2013年大選之後。

今年1月份，53名參議員給美國總統奧巴馬寫信，敦促奧巴馬批准已經擱置四年之久的Keystone XL管道項目。面對奧巴馬政府的「百端刁難」，共和黨路易斯安那州眾議員比爾‧卡西迪（Bill Cassidy）提出一項提案，繞過國務院，直接由參議院表決，結果在今天國會表決中以以252對161票獲得通過。

美國參議院將在下週二對國會剛剛通過的法案表決。參議院共有100個席位，獲得通過至少需要60票。在1月份給奧巴馬寫信的53名參議員中有9名共和黨參議員，目前民主黨在參議院擁有多數席位，加上9位共和黨參議員的支持，可以預料Keystone XL輸油管項目在下週二參議院表決中將獲通過。

Keystone XL輸油管項目在參議院獲得通過後，奧巴馬總統仍有否決權，該法案需要奧巴馬簽字同意後方能生效。

今天國會表決前奧巴馬發表了對Keystone XL輸油管項目的評論。奧巴馬認為所謂Keystone XL輸油管項目對美國經濟產生影響的說法被誇大其詞了。「我必須不斷地駁回所謂的Keystone XL輸油管項目會給美國帶來工作，降低汽油價格的說法。」 「我們必須明白這是怎樣一個項目，這個項目為加拿大提供了把他們生產的石油通過地下管道送到我們海灣地區的能力，經過提煉加工後銷往世界各地，因此不會對美國的汽油價格產生影響。」 Keystone XL輸油管項目在參議院獲得通過後奧巴馬是否簽字仍然存在變數。

Keystone XL輸油管項目是建設一條將加拿大亞伯塔省生產的油砂運送到美國得克薩斯州墨西哥灣沿岸的煉油廠的輸油管道，原油全長2,700公里，預計造價70億。項目建成後每天可輸送70萬桶原油，創造2萬個高薪工作。

新北市議員候選人金介壽今在永和區秀朗國小，舉行參選連任競選總部成立大會，離開政壇4年，鮮少在公共開場合露面的前台北縣長周錫瑋，與新北市長朱立倫、行政院秘書長李四川到場站台支持。

周錫瑋表示，金介壽從政24年，是認真做事，不包工程的民意代表，同時呼籲選民支持新北市長朱立倫連任，繼續為新北市民做事。

朱立倫表示，新北市汙水下水道改善工程完成進度，從前台北縣長蘇貞昌的一成，到前縣長周錫瑋完成36%，他接任四4年已完成62%。

他說，市府趁改善秀朗、頂溪及網溪國小校舍，一併規畫施做地下停車場，來改善永和區停車問題，包括永和國民運動中心也正在施工，希望未來永和生活空間獲得更大的改善。
