彭博報導，兩位歐洲聯盟（EU）官員表示，歐盟計畫以210億歐元（260億美元）經費，與民間投資人分攤新方案風險。

因計畫尚未定案而要求匿名的官員表示，這個新實體產生比本身規模多約14倍影響力為其設計目的，讓它成為另1個歐盟3000億歐元投資計畫。歐盟執行委員會主席榮科（Jean-Claude Juncker）未來幾天將對外宣布這項3年倡議。

官員表示，歐盟執委會將誓言提供最高160億歐元為這項工具擔保，加上歐洲投資銀行（EuropeanInvestment Bank）的50億歐元。

歐盟執委會副主席卡泰寧（Jyrki Katainen）14日在斯洛伐克首都布拉第斯拉瓦（Bratislava）指出，榮科的投資計畫目的在結合歐盟資源和監管變革，「以催出更多民間投資，讓實質投資成真」。

他說，這項計畫是歐盟經濟策略的一環，「而非在一個艱困經濟環境下，我們奇蹟般用以投資自身的魔杖」。

當歐洲緩慢擺脫危機浪潮之際，仍難以刺激經濟成長。擁有18個成員國的歐元區預估，今年成長0.8%，失業率達11.5%，其中希臘和西班牙失業率約25%。

納粹德國惡名昭彰的獨裁者希特勒，1914年一幅題為《慕尼黑戶政事務所與舊市政廳》的水彩畫作品，22日在德國紐倫堡拍賣，以13萬歐元（約台幣500萬元）高價落槌。

據拍賣公司負責人魏德勒女士表示，買家是一位不願透露身分的中東民間人士，當天也有亞洲與美洲買家出價。賣家是一對高齡70多歲的德國姐妹，她們的祖父於1916年，買下這幅希特勒的畫作。

魏德勒說，賣家已決定把約10％拍賣所得，捐給一家協助身障兒童的慈善機構。

藝術品專家認為，希特勒的作品素質不佳。魏德勒說，《慕尼黑戶政事務所與舊市政廳》附有1916年9月25日出售的書面憑據，在希特勒的畫作中相當罕見，這也是此畫賣價比希特勒其他作品相對高的原因之一。

這幅繪於百年前的畫作，長28公分、寬22公分，左下角有希特勒的落款。該畫完成時，希特勒年約25歲。過去曾有5幅希特勒畫作在拍賣場成交，落槌價僅5000到8萬歐元。這些畫作拍賣曾引發爭議，甚至受納粹大屠殺倖存者家屬抨擊。

希特勒早年曾夢想成為職業畫家，但1907和08年兩度申請維也納藝術學院，都遭校方以他「不適合繪畫」為由拒絕。從1905年到1920年間，他繪製約2000幅畫作。

台中國家歌劇院23日舉行落成典禮，總統馬英九、台中市長胡志強等人都出席剪綵，卻有國道收費員自救會與全國關廠工人連線成員到場高聲抗議，此舉引來現場觀禮的台中市民不滿，不約而同怒斥：「我們家在辦喜事，滾回去！」

總統馬英九23日下午出席「台中國家歌劇院落成迎賓典禮」，正在進行致詞時，近百名號稱國道收費員自救會與全國關廠工人連線的民眾在現場拉起黃布條，並拿麥克風大喊：「只顧選舉，不顧工人」、「馬英九出來面對收費員」，還有一名男子直接跳進會場抗議，當場被警方架離。

歌劇院落成典禮遭人抗議鬧場，許多觀禮和等待進場觀賞表演的民眾忍不住大罵：「我們家在辦喜事（台中市），滾回去」、「要抗爭去總統府，不要到這邊！」幸好員警及時將抗議民眾強制架離，沒有引發更大的衝突。

「台中國家歌劇院」是由2013年榮獲「普立茲克獎」（Pritzker Architecture Prize）的國際建築大師伊東豊雄所設計，政府總計投入43.6億元，歷時5年興建，終於完成這座被國內建築業界形容為「全球最難蓋的房子」；特別的是，這棟兼具理性與感性的國際級歌劇院，已被國際媒體譽為即將誕生的「世界9大新地標」之一。
