【王吟芳／高雄報導】林姓婦人因右腳第4 腳趾發炎感染到高雄建佑醫院就診，由藍姓醫師動手術清除腳趾壞死皮肉，不料術後林婦卻發現醫師未經她同意，擅將最前端1節趾骨截除，提告求償100萬元，高雄地院調查後認為藍姓醫師未徵得病患同意擅予截趾，確有過失，應賠償林婦慰撫金30萬元。仍可上訴。
林婦主張，她去年3月間住院接受腳趾壞死皮肉除去手術，藍姓醫師事前並未向她說明手術內容或徵求她的意願，竟於手術中擅自以她趾骨已經發黑為由，將最前端約1.5公分的趾骨截除，手術後又藉口傷口須包紮阻止她打開來看，等到4月出院才發現腳趾肌肉已因缺乏趾骨支撐而萎縮。

【許敏溶／台北報導】102年度大學指定科目考試今起一連3天舉行，第1節考物理科，今年共2萬8047人報考，1307人缺考，缺考率4.66%，較去年微幅下滑，部分考場發生偶發事件，包括北市建國中學考場某一考生因昨晚摔斷右手而打石膏，因答案卡格子太小作答不方便，今早臨時申請使用放大答案卡，另在花蓮考區某一考生因為感染水痘，怕傳染給其他考生，今早同樣臨時申請在備用試場應考，考場也都接受。
今年大考中心主任牟宗燦說，對於偶發狀況，考場會根據考生狀況提供協助，今年約有98.5%考生選擇在冷氣教室應考，但今早在桃園高中有10幾間冷氣教室，可能因出風口吹到考生的頭，疑似在考前遭考生自行調整出風口方向，導致出風口受損，目前考場還在了解狀況中，他提醒考生不要擅自調整冷氣口方向，以免影響其他考生，但他也坦承，目前試場規則對於考生擅自調整出風口方向並無法處罰。

【王文傑／花蓮報導】吉安鄉20歲蕭姓男子不滿金姓男子霸佔前女友，不放人與他復合，兩人在臉書對罵還不過癮，昨晚10時許相約至吉安鄉中華路麥當勞前談判，蕭男糾眾6人拿鐵鋁棒來助陣，不料一夥人才剛騎車到場，對方竟衝出10多人持開山刀、武士刀追砍，將蕭男及另一名陳姓少年砍得渾身是傷，其餘人則逃得鳥獸散，陳姓少年鼻梁、右手各中一刀，深可見骨，送醫後保住小命。街頭鬥毆看得圍觀民眾傻眼，有網友拍照PO網說：「一放暑假就到處打架，入夜要趕快回家保平安。」率眾砍人的金姓男子事發後行蹤不明，警方正循線追查中。

【李志展╱綜合報導】37歲歌手黃立行與39歲中國演員徐靜蕾屢傳婚訊，據中國《新浪》報導，網路上出現徐靜蕾入境香港於填寫出入境表格，她在婚姻欄勾「已婚」，被疑已嫁給黃立行。對此他經紀人否認：「這件事每個月都會報一次，真的沒有。」黃目前人在台灣處理私事。
網路流傳徐靜蕾的香港出入境表格，出生日「1974年4月16日」與徐靜蕾相符，婚姻狀況則勾選「married」(已婚)。

公所組織整併 人少事沒少 〔記者楊金城／柳營報導〕今年四月區公所組織整併，公所員額移撥回歸市府，人力減少 ，但配合業務工作量卻沒有跟著變少，三個月來，公所基層公務員一人往往身兼數職，操 三個月下來身心俱疲。 基層公所員額精簡，在公債三法修法通過後，未來市府預算略微寬裕，能否因此補足人力 ？市府人事處長許瑛峰並未鬆口，只說財政狀況未來雖有改善，但也不一定要用到人事費 。許瑛峰說，市府一年負擔公務員薪水加上退休金近四百億元，人事費增加會排擠建設， 是否增加員額宜審慎考量。 市府將不定期檢討人力運用 但許瑛峰也說，業務如何分工，市府將不定期檢討人力運用。 因人力吃緊，柳營、東山、將軍、六甲、西港、北門等區公所日前在市議員李退之安排下 ，和市府人事處副處長劉當安等官員與會，公所大吐苦水。 劉當安說，五都人事費在升格後總數增加二百億元，中央要求市府總員額控管在六千一百 一十一人以下，公務出差膳雜費減少、交通費實報實銷，多數公務員遇到出差反倒「倒貼 」。 台南市共卅七區公所，原南縣部分有卅一區，四月組織精簡後，農業課併入建設課，裁掉 財政課，人事、主計和原代表會公務員額都回歸市府。 柳營區長李添財說，柳營公所編制員額從四十三人減至卅五人，員額回歸市府，業務卻沒 跟著移撥，此外，公所員額依照各區人口、面積和里數作為配置原則，不盡公平。 李退之說，市府不能為降低公所員額占市府總員額比率，便急就章精簡人力，員額回歸市 府，當然人和業務都要跟著移撥。 http://www.libertytimes.com.tw/2013/new/jul/1/today-south12.htm -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 114.40.112.239

（路透開羅30日電）埃及人民和安全部隊今天準備迎向示威行動，這場行動可能決定他們的未來。人民力量2年前推翻獨裁者，開啟民主政治，但因社會嚴重分裂而受損。
數以千計揮舞國旗民眾聚集開羅解放廣場（TahrirSquare），這是2011年推翻總統穆巴拉克（HosniMubarak）的起義行動的搖籃。他們期望在下班時間後，全國各地將有數百萬民眾聚集示威，要求總統穆希（Mohamed Morsi）下台，距他成為埃及第一個自由選出的總統正好滿一年。 開羅市區今天異常安靜，穆希的支持者也聚集在距離開羅近郊總統府不遠的一座清真寺。籌劃抗議的自由派人士計畫自今晚起在清真寺外展開靜坐抗議。 目前並未傳出過去一週所見的街頭暴力事件。 穆希接受一家英國報紙專訪時重申，他當選具有合法性，他肯定可安然度過這種他所謂不民主的攻擊。但穆希也表示願意修訂伊斯蘭派主導制訂的新憲法，他並說，憲法中有關宗教權威的條款不是他的選擇。相關法條激怒自由派。 政治癱瘓加深經濟危機，刺激人們上街抗議，然而另有許多民眾擔心，再度發生暴亂只會使情況更糟。中央社（翻譯）
